Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 24, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 21, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Rog Allen, KACY FM; Carol Kellum, Election Board Secretary; Scott Pemberton, Deputy Sheriff; Craig Countryman, Sheriff; and Carrie Glaser, Deputy County Clerk. 

 

Motion was made by Wilson and seconded by Leven approving minutes from the May 18, 2004 meeting.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Purchase and/or sale of property for storage – Commissioner Leven gave an update on costs relating to building of storage units, possible purchase of property to build storage units, and possible sale of county building.  No action was taken.

 

Bid #2004-21 – Lease Purchase, Loader/Backhoe

 

Motion was made by Leven and seconded by Wilson accepting the bid from Warren CAT for lease purchase of a CAT 416D Backhoe Loader in the amount of $55,714.00, noting that the CAT appeared to be a heavier built machine, higher resale value, mechanic’s familiarity with CAT equipment, able to purchase bulk supplies, and parts availability as reasons for said selection.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Bid file)

 

Bid #2004-34 – Bridge over Chikaskia River

 

Based on recommendation of BKL, Inc., motion was made by Wilson and seconded by Leven accepting the bid from K & R Builders for construction of bridge over Chikaskia River in the amount of $518,500.65, approving contract and notice to proceed.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Bid file)

Motion was made by Leven and seconded by Wilson approving the renewal of Cooperative Agreement between Kay County and US Dept of Agriculture to supplement the wildlife damage control expenses for FY2005 in the amount of $2400.00, to be divided amongst the 3 districts.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Contract file)

            Free Fair Maintenance to Premiums & Awards - $500.00

Motion was made by Wilson and seconded by Leven approving the following transfer of appropriations within the General Fund:

Election Board Maintenance - $4518.18 & Travel - $237.58 to Part-time - $811.18 & Capital Outlay - $3944.58

Motion was made by Leven and seconded by Wilson approving the following transfer of appropriations within the Highway Fund:

            District #2 Capital Outlay to Maintenance - $30,000.00

Motion was made by Wilson and seconded by Leven authorizing Chairman to sign 2 Proxy Statements authorizing Nationwide Life Insurance Company to vote Kay County shares of Fidelity OTC Portfolio on behalf of Kay County’s PEBSCO Annuity Plan.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (PEBSCO file)

 

Court Fund Claims:

            Utility expenses for Newkirk Court Clerk’s office - $3000.00

            Lease of Ponca City Court Clerk’s office - $24,000.00

Under new business, motion was made by Leven and seconded by Schieber approving Agreement between Kay County and the BIA for Kaw Tribe Phase II Project in the amount of $1,700,000.00 for 106 Road/Furguson Road, pending approving by the District Attorney.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Agreement file)

 

The Board discussed proclaiming a “Paul Muegge Day” for former Senator Paul Muegge’s recent achievement of the 2004 John F. Kennedy Profile in Courage Award for his courage in standing up to the powerful hog industry in Oklahoma in order to protect the environment and the health and well-being of his constituents.  Each Commissioner was going to contact the Commissioners in 2 of the other 6 counties Senator Muegge represented to see if they wanted to make the same proclamation in their respective counties.  The Commissioners set June 2 as the “Paul Muegge Day”.

 

Carol Kellum, Election Board Secretary, discussed with the Board the necessity for storage of November 2004 election ballots in a secure area.  The Board stated they would look into finding a place for the storage and address it closer to the election.
