Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 29, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 26, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Jacquelynn Schroeder, Ponca City News; Rog Allen, KACY FM; Craig Countryman, Sheriff; Linda Smith, Deputy Treasurer; and Carrie Glaser, Deputy County Clerk.

 

Motion was made by Wilson and seconded by Leven approving minutes from the March 22, 2004 meeting.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Purchase and/or sale of property for storage – Commissioner Leven is requesting estimates for construction of mini-storage buildings to see if it would be feasible to purchase land and build the units.  No action was taken.

 

Motion was made by Leven and seconded by Wilson approving resolution depositing funds into the CSSP Cash Fund as follows:

            State of Oklahoma, DOC - $301.75 (wt#100298612)

            State of Oklahoma, DOC - $115.50 (wt#100298613)

            State of Oklahoma, DOC - $159.00 (wt#100298615)

            November 2003 to January 2004 CSSP Reimbursement

Motion was made by Leven and seconded by Wilson approving resolution depositing funds into the Highway Cash Fund as follows:

Motion was made by Wilson and seconded by Leven approving the following transfer of appropriations within the Emergency Management Agency Cash Fund:

            EMA Special Projects Fund to Capital Outlay - $1772.59

Highway Cash Fund Appropriation – Funds not received, no action.

 

Commissioner Leven discussed the need of County Commissioners to appoint a First Deputy to act on their behalf with full powers of a Commissioner should the Commissioner become temporarily incapacitated.  The Commissioners decided they would make said appointment and present the appointments to the Board next week for Board approval.

 

Carrie Glaser, Deputy County Clerk, addressed the Board concerning the vending machines in the courthouse.  Due to some of the machines not working in proper order, the companies would be notified of the problems for possible repair or replacement needs.
