Newkirk, Oklahoma

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 8, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on March 5, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order. Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Jacquelynn Schroeder, Ponca City News; Rog Allen, KACY FM; Phil Ross, Assistant District Attorney; Carson Creed; Mary Haney; Craig Countryman, Sheriff; Pam Goodno, County Clerk and Secretary; and Carrie Glaser, Deputy County Clerk.

Motion was made by Wilson and seconded by Leven approving minutes from the March 1, 2004 meeting. Motion carried: Schieber, aye; Wilson, aye; Leven, aye.

Ice Storm Disaster – No action.

CED Auction – No action.

Pending Bids – Upon recommendation of Pam Goodno, County Clerk, motion was made by Leven and seconded by Wilson accepting the bid from DocuData Solutions for microfilm services per Bid #2004-15 – Microfilm Services, County Clerk, opened 2-09-04, and authorizing Ms. Goodno to sign contract for same. Commissioner Schieber submitted a notice to NODA requesting reimbursement for the Ranch Drive Volunteer Fire Department REAP Grant project in the amount of $7450.00. Motion carried: Schieber, aye; Wilson, aye; Leven, aye. (Grant file)

Craig Countryman, Sheriff, submitted a request to surplus a 1997 Ford Crown Victoria and to go out for bids for same. Motion was made by Leven and seconded by Wilson approving resolution to surplus said vehicle and to go out for bids for sale of said vehicle, said bid to be Bid #2004-16 – Selling Used Vehicles, to be opened on March 22, 2004 at 10:00 a.m. in the Commissioners Courtroom of the Kay County Courthouse, Newkirk, Oklahoma. Reports/Comments of County Officials – Pam Goodno, County Clerk, informed the Board that she has received requests from other County Officials for copies of the County Clerks records. Goodno noted she is implementing a policy that provides that any copies requested that are not needed to fulfill the duties of the requesting County Official will need to be paid for at 25¢ per copy, as provided in the Open Records Act, just as for any other citizen.
