Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, February 17, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 13, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Jacquelynn Schroeder, Ponca City News; Linda Smith, Deputy Treasurer; Mary Haney; Craig Countryman, Sheriff; Carson Creed; Pam Goodno, County Clerk and Secretary; and Carrie Glaser, Deputy County Clerk.

 

Motion was made by Wilson and seconded by Leven approving minutes from the February 9, 2004 meeting.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Ice Storm Disaster – Pam Goodno, County Clerk, stated that she would be working with Terry Jackson, AshBritt, Inc., to reconcile amounts due them from FEMA, the State of Oklahoma, and Kay County entities.

 

CED Auction – No action.

 

County Auction – Commissioner Leven commented on the auction proceeds and was reviewing the listing of all sales so funds could be reimbursed to the proper departments.  He asked that Ms. Goodno send a memo to all county departments requesting that resolutions be submitted to the Board noting all equipment sold, to whom sold, and amount received for each item that sold.  (Exhibit A)

Motion was made by Leven and seconded by Wilson approving Lease Agreement between Kay County and Donna Broyles for lease of the county building located at 114 S. Pam Goodno, County Clerk, reported on information she obtained during the CODA conference pertaining to IRS fringe benefits.  She reported that uniform pants need Kay County’s logo on the pocket or leg, in full view.  She also reported that personal cell phone usage can be claimed for reimbursement for use while in “travel status” and that possible legislation could provide for “in county” business use reimbursement.  She noted that “travel status” begins at the point when you begin a business-related trip that will have a destination out of county.  Other information included specifics concerning vehicles that are driven to and from home to work, noting that if the vehicle is marked plainly as a county vehicle and is equipped as described in the IRS regulations, said employee would be exempt from the commuting rules.

 

Mary Haney appeared before the Board to discuss water pollutants on rivers and streams, which she included photos of areas of concern.  She also inquired on the status of the bridge repair for the bridge located 1 mile south of Newkirk and 1/8 miles east of Highway 77, which Commissioner Schieber stated that it was in the engineering stage and the BIA was in charge of this stage of the project.
