Kay County Justice Facilities Authority

The Trustees of the Kay County Justice Facilities Authority (JFA) met in special session at 2:30 p.m., Friday, May 2, 2008, in the Tonkawa Heritage Room/First National Bank of Oklahoma, 101 W. Grand, Tonkawa, Oklahoma. Notice of the meeting was posted for public information on April 30, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Bruce Robinson called the meeting to order. Those present were as follows: Trustees – Norris Frederick; Vice-Chairman Carl Giddens; Darrel Grossardt; Jim Stieber; Everette Van Hoesen, Kay County Sheriff; Laile Wilson, Kay County Commissioner; Wes Young; Attorney David Cummings; Paul Smith, Financial Advisor, First Interstate Financial Services, Inc.; Mary Ramey, Kay County Court Clerk; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign-in sheet).

Motion made by Van Hoesen and seconded by Grossardt approving regular meeting minutes of April 25, 2008. Motion carried.

No report was given from the Architect Liaison Committee.

Van Hoesen mentioned inmates recently damaged six doors in county pod.

No report was given from the jail site selection committee.

AIP Architect Stan Lewis and Jail Consultant Don Jones were not in attendance to present updates regarding design, construction, cost and utilization of a new jail facility.

Financial Advisor Paul Smith said he does not have a report. He solicited comments from the trustees on ways to improve and better inform the public through the brochures that are being distributed.

Mr. Cummings mentioned upcoming forums and meetings to be held throughout the county. Discussion was also made concerning ads, press releases, etc. to be placed in local newspapers.

Robinson said in regards to talking points to be used in public meetings he was comfortable with what authority has been presenting.

Robinson stated after the most recent deposit the JFA has $2,500.00 to be used toward campaigning for the upcoming May 13, 2008, sales tax election. Discussion was made on costs of ads.

There being no other business, motion was made by Grossardt and seconded by Van Hoesen to adjourn (3:25 p.m.). Motion carried.
