The Trustees of the Kay County Home Finance Authority met in a special session at 9:00 a.m. on Monday, March 16, 2015, in the Commissioner s Court of the Kay County Courthouse in Newkirk, OK.Notice of the meeting was posted for public information on March 11, 2015 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, OK.


Member Vance Johnson called the meeting to order. Those present were as follows: ††Paul Skidmore, Member; Brian Hermanson, District Attorney (DA); Christy Kennedy, Kay County Treasurer; Susan Keen, Kay County Assessor;Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Larry Klumpp, OSU Extension Center; Stephanie Cervantes, Oklahoma Court Services; Sammie Webb, Kay County District No. 2; Cecil Michael, NODA;Bill Williams and Claude Williams, Taxpayers for Transparency; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Secretary/Kay County Clerk.Absent:Chairman Jason Shanks

No action was taken on previous special meeting minutes from July 22, 2013 and December 8, 2014 (Commissioner Johnson and Skidmore were not in office at the time).


Motion was made by Skidmore and seconded by Johnson approving paying Kimberlye R. Mayer, CPA, P.C. for performing Agreed-Upon Procedures for the year ended June 30, 2013-$535.00 and June 30, 2014-$535.00 and the State Auditorís filing fee $100.00 for each year mentioned; Total amount of audit-$1,270.00 for the Kay County Home Finance Authority.DA Hermanson said county is required by law to have an audit.Motion carried.Johnson, aye; Skidmore, aye.


Motion was made by Skidmore and seconded by Johnson to adjourn at 9:05 am.Motion carried. Johnson, aye; Skidmore, aye.
