Kay County Courthouse

The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, February 4, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on February 3, 2010, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Chairman Floyd Harden; Vice-Chairman J. C. Estes, Joe R. Cary, Member; Patsy Leyva, Deputy Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of January 7, 2010. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary granting requests on the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk: Utility Upgrade Construction-$1.12, Exhibit A. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary acknowledging the following Reimbursements to General Fund Account: Unappropriated Court-$18,235.14, Exhibit B; Unappropriated Court-$4,429.00, Exhibit C; Resale-$4,134.80, Exhibit D. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriation: Highway-$1,808.34, Exhibit E; County Clerk Lien Fee-$1,469.00, Exhibit F; Preservation Fee-$4,275.00, Exhibit G; Treasurer’s Mortgage Certification-$610.00, Exhibit H; Visual Inspection Reimbursement-$1,390.52, Exhibit I; Public Buildings Authority (PBA)-Health-$619.64, Exhibit J; Public Buildings Authority (PBA)-$1,408.84, Exhibit K; LEPC-$1,000.00, Exhibit L; Open Dump Reward-$200.00, Exhibit M; Highway-$291,091.91, Exhibit N; LEPC-$766.43, Exhibit O; Highway-$2,936.40, Exhibit P; Highway-$20,850.85, Exhibit Q; Sheriff’s Service Fee-$12,535.87, Exhibit R; Sheriff’s Jail-$14,635.67, Exhibit S; Sheriff’s Commissary-$2,261.94, Exhibit T. Motion was made by Cary and seconded by Estes acknowledging the following Transfer of Appropriations: County Sales Tax Personal Services-$500.00 to Overtime, Exhibit U; General Government Maintenance & Operations-$12,500.00 to Civil Defense, Exhibit V; Sheriff’s Service Fee Capital Outlay-$18,000.00 to Maintenance & Operations, Exhibit W; Highway-District#1 Capital Outlay-$10,000.00 to Maintenance & Operations, Exhibit X; Highway-District#2 Maintenance & Operations-$600.00 to Personal Services, Exhibit Y. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, Motion was made by Cary and seconded by Estes to adjourn (10:40 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
