The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, January 7, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on January 6, 2010, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Vice-Chairman

J. C. Estes, Joe R. Cary, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of December 3, 2009, and special meeting minutes of December 23, 2010. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary granting requests on the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk: Water Extension-$64,140.82, Exhibit A; Water Extension-$39,504.86, Exhibit B; Utility Upgrade Construction-$1.55, Exhibit C; Rural Fire-$1,500.00, Exhibit D; Senior Citizen Building-$216.19, Exhibit E. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes acknowledging the following Reimbursements to General Fund Account: Unappropriated Court-$4,421.81, Exhibit F; Unappropriated Court-$19,295.24, Exhibit G; Workers’ Comp-$13,304.00, Exhibit H. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving Officer’s Request for Supplemental Appropriations in the amount of $42,432.00 to Sheriff Account No. G0400 (money from Sales Tax Proceed) in order to raise 16 jail positions salaries $2.00 per hour, January 2010 through June 2010, approved in a Justice Facilities Authority (JFA) meeting held on August 14, 2009. , Exhibit I.

Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary approving the following Cash Fund Estimate of Needs and Request for Appropriation: Treasurer’s Mortgage Certification-$530.00, Exhibit J; County Clerk Lien Fee-$839.00, Exhibit K; Preservation Fee-$3,930.00, Exhibit L; County Improvement-$1,980.00, Exhibit M; Highway Dist#1-$1,059.02, Exhibit N; PBA-$1,408.84, Exhibit O; PBA-Health-$603.73, Exhibit P; Drug Court-$6,380.00, Exhibit Q; Visual Inspection-$916.14, Exhibit R; County Sales Tax-$71,124.00 (3 jailer positions & 1 maintenance position January-June 2010 approved in JFA meeting held on August 14, 2009) , Exhibit S; Highway-$259,098.85, Exhibit T; Sheriff’s Grant Cash-$6,300.00, Exhibit U; Sheriff’s Jail Cash-$21,276.44, Exhibit V; Sheriff’s Service Fee-$22,964.60, Exhibit W. Motion was made by Cary and seconded by Estes acknowledging the following Transfer of Appropriations: Highway Dist#1 Quail Lane Project-$500.00 to Maintenance & Operations (M&O), Exhibit X; Sheriff’s Service Fee Maintenance & Operations-$1,000.00 to Travel, Exhibit Y. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, Motion was made by Estes and seconded by Cary to adjourn (10:50 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
