The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, December 3, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on December 2, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Vice-Chairman

J. C. Estes, Joe R. Cary, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of November 5, 2009. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary approving Kay County Excise/Equalization Board regular meeting dates for calendar year 2010. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk: Electric Extension-$65.00, Exhibit B; Water Extension-$593.50, Exhibit C; Park & Recreation-$4,160.81, Exhibit D; Street & Alley-$7,015.45, Exhibit E; REAP-$25,000.00, Exhibit F; Rural Fire-$5,100.00, Exhibit G; Library-$3,000.00, Exhibit H. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary acknowledging the following Reimbursements to General Fund Account: Workers’ Comp-$13,304.00, Exhibit I; General Fund-$964.35, Exhibit J. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriation: Preservation Fee-$4,315.00, Exhibit K; County Clerk Lien Fee-$931.30, Exhibit L; Treasurer’s Mortgage Certification-$550.00, Exhibit M; Child Abuse Prevention-$66.40, Exhibit N; County Improvement-$495.00, Exhibit O; PBA-$1,408.84, Exhibit P; PBA Health-$627.52, Exhibit Q; Highway D#2-$500.00, Exhibit R; Visual Inspection Reimbursement-$947.70, Exhibit S; Hwy Dist#1-$519.84, Exhibit T; Highway-$274,203.40, Exhibit U; Sheriff’s Service Fee-$17,188.23, Exhibit V; Sheriff’s Jail-$43,196.88, Exhibit W; Sheriff’s Commissary-$1,789.30, Exhibit X; Highway Dist#1-$27,000.00, Exhibit Y. Motion was made by Cary and seconded by Estes acknowledging the following Transfer of Appropriations: Sheriff Service Maintenance-$22,000.00 to Capital Outlay, Exhibit Z; General Government Maintenance & Operations-$4,200.00 to County Audit Expense, Exhibit AA; Assessor General Maintenance & Operation (M&O)-$1,516.74 to County General, Exhibit AB; Hwy Dist#1-Capital Outlay-$10,000.00 to Maintenance & Operations, Exhibit AC. Motion carried: Cary, aye; Estes, aye; Harden, aye.
