The Kay County Excise Board met in special session at 1:30 o’clock p.m. on October 14, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on October 9, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: J. C. Estes, Vice-Chairman, Joe R. Cary, Member; Carol Purdy, Kay County Assessor; Scott Cloud, Newkirk Herald Journal; Dona Brown and Paula Wright, Yadon and Putnam; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Estes and seconded by Cary approving the 2009 Tax Levies for Kay County as presented by Dona Brown, Yadon and Putnam, Exhibit A. Dona Brown mentioned the change in format of Levies; Kaw City Schools annexing with Shidler Schools; she noted the only one required by the State Auditor & Inspectors Office to certify the levies is the County Clerk; mentioned the Excise Board approves all levies when they sign each entities final copy; the roll up offset for personal property valuations was set in 1995, revenue neutral, can never be changed. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary approving all of Kay County 2009-2010 Estimate of Needs and Financial Statements of the Fiscal Year 2008-2009 as follows: Kay County, Exhibit B; City of Newkirk, Exhibit C; City of Ponca City, Exhibit D; Blackwell Public Schools I-45, Exhibit E; Braman Public Schools I-18, Exhibit F; Kildare Public Schools C-50, Exhibit G; Newkirk Public Schools I-29, Exhibit H; Peckham Public Schools C-27, Exhibit I; Pioneer Technology Center 13, Exhibit J; Ponca City Public Schools I-71, Exhibit K; Tonkawa Public Schools I-87, Exhibit L. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, motion was made by Estes and seconded by Cary to adjourn (2:56 p.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
