Newkirk, OK 74647

 

The Kay County Excise Board met in special session at 1:00 o’clock p.m. on September 8, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on September 4, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

Note:  Joint meeting with the Board of County Commissioners (BOCC) and Kay County Officials, OSU Extension Agent and Election Board Secretary.

 

Chairman Harden called the meeting to order.  Those present were as follows:  J. C. Estes, Vice-Chairman, Joe R. Cary, Member; Tammy Reese, Kay County Clerk/Secretary.

 

The BOCC set the Ad Valorem amount at 92%, that plus fund balance and estimated miscellaneous revenues made the total amount available for FY 2009-2010 $4,557,742.33, $192,594.35 decrease from FY 2008-2009.  

 

The Health Insurance and Retirement rates increased from last year.   It was noted the county will pay the increases in Health Insurance/Retirement for all employees. 

 

Officers received the same budgeted amount as they received for the fiscal year 2008-2009, except for the Court Clerk’s office and that office received an increase of $6,660.00 because of cuts from the State.  The BOCC reduced budgeted amounts in Health Insurance and FICA based on what was actually spent in 2008-2009.

 

Motion was made by Cary and seconded by Estes to approve the 2009-2010 Budget as recommended, Exhibit E.  Motion carried:  Cary, aye; Estes, aye; Harden, aye. 

 

Motion was made by Estes and seconded by Cary granting request on the following Cash Fund Estimate of Needs and Request for Appropriation:  Drug Court-$445.00, Exhibit A; Highway Dist#1-$47,321.60, Exhibit B; Highway Dist#1-$1,000.00, Exhibit C; Treasurer’s Mortgage Certification-$580.00, Exhibit D.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

There being no other business, motion was made by Cary and seconded by Estes to adjourn (2:00 p.m.).  Motion carried:   Cary, aye; Estes, aye; Harden, aye.
