The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, September 3, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on September 2, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Vice-Chairman

J. C. Estes, Joe R. Cary, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of August 6, 2009, and special meeting minutes August 20, 2009. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary granting the request on Amendment to Budget-Budget Transfer, Resolution 2009-06-01 of City of Kaw City - $900 from General Maintenance Payroll Expense to Cemetery Payroll Expense, Exhibit A. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary acknowledging the following Reimbursements to General Fund Account: Tort & Property-$10,007.15, Exhibit B; Workers’ Comp-$13,304.00, Exhibit C. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriation: Public Buildings Authority-Health-$692.15, Exhibit D; County Clerk Lien Fee-$1,808.00, Exhibit E; Preservation Fee-$4,515.00, Exhibit F; Treasurer’s Mortgage Certification-$822.09, Exhibit G; Visual Inspection Reimbursement-$1,043.55, Exhibit H; PBA-$1,408.84, Exhibit I; Sheriff’s Service Fee-$18,479.26, Exhibit J; Sheriff’s Jail Cash-$54,805.39, Exhibit K; Sheriff’s Commissary-$3,479.35, Exhibit L; CSSP-$115.25, Exhibit M; Highway-$287,233.20, Exhibit N; Sheriff’s Jail-$34.49 (Lapsed Balance 2005-06), Exhibit O. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the following Transfer of Appropriations: Highway Dist#3 Maintenance-$2,500.00 to Personal Services, Exhibit P; Sheriff Service Maintenance-$1,000.00 to Capital Outlay, Exhibit Q; Sheriff Contract Services-$3,000.00 to Maintenance, Exhibit R; General Government Maintenance & Operations-$2,492.00 to Capital Outlay, Exhibit S. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, Motion was made by Cary and seconded by Estes to adjourn (10:40 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
