The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, August 6, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on August 5, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Vice-Chairman

J. C. Estes, Joe R. Cary, Member; Radena Eisenhauer, First Deputy Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of July 1, 2009, July 2, 2009, and special meeting minutes July 14, 2009. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving Cash Fund Estimate of Needs and Request for Appropriation for the City of Newkirk as follows: CDBG Housing Rehab Program-$39,114.52, Exhibit A; Juvenile Court-$2,642.93, Exhibit B; Cemetery Care Fund-$1,771.69, Exhibit C; Street & Alley-$15,111.25, Exhibit D; Electric Extension-$1,976.73, Exhibit E; Park & Recreation-$7,975.30, Exhibit F; Rural Fire-$6,941.90, Exhibit G; Library-$518.20, Exhibit H; Insurance-$443.01, Exhibit I; Water Extension-$1,396.57, Exhibit J; Senior Citizen-$1,545.58, Exhibit K; Home Program-$253,905.00, Exhibit L. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary granting request on Application for Temporary Appropriations from the City of Newkirk Estimate of Needs $3,437,263,36/Requested Appropriation $1,374,905.34 for FY 2009-2010, Exhibit M. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes noting the following Reimbursements to General Fund Account: Unappropriated Court-$59,500.00, Exhibit N; Unappropriated Court-$5,975.64, Exhibit O; Resale-$4,096.09, Exhibit P. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes to accept the Assessor’s Report to Excise Board as presented by the Kay County Assessor, Exhibit Q. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary granting the request on the following Cash Fund Estimate of Needs and Request for Appropriation: Highway-$21,029.98, Exhibit R; Highway-$3,000.00, Exhibit S; Highway-$12,148.80, Exhibit T; County Clerk-Lien Fee-$1,161.00, Exhibit U; Preservation Fee-$5,245.00, Exhibit V; Treasurer’s Mortgage Certification-$740.00, Exhibit W; Visual Inspection Reimbursement-$506.28, Exhibit X; Public Buildings Authority (PBA)-$1,408.84, Exhibit Y; PBA-Health-$812.60, Exhibit Z; Open Dump Reward-$273.78, Exhibit AA; CSSP-$35.50, Exhibit AB; Highway D#1-$25,000.00, Exhibit AC; Highway-$263,688.75, Exhibit AD; Drug Court-$3,187.50, Exhibit AE; Highway-$12,600.00, Exhibit AF; Sheriff’s Commissary-$1,736.66, Exhibit AG; Sheriff’s Jail-$16,503.55, Exhibit AH; Sheriff’s Service Fee-$15,387.01, Exhibit AI; LEPC-$2,000.00, Exhibit AJ. Motion was made by Cary and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriation on FY2008-2009 Lapse Balances: Highway-$1,502,008.04, Exhibit AK. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There was no Transfer of Appropriations presented.

There being no other business, Motion was made by Estes and seconded by Cary to adjourn (11:12 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
