The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, May 7, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on May 6, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order. Those present were as follows: Chairman Joe R. Cary; Vice-Chairman Floyd Harden; J. C. Estes, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Harden and seconded by Estes approving regular meeting minutes of April 2, 2009. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary approving special meeting minutes of April 27, 2009. Motion carried: Cary, aye; Estes, aye; Harden, abstained.

Motion was made by Harden and seconded by Estes noting the following Resolutions from City of Kaw City: Resolution 2009-02-02 for amendment to budget transfer $3,000.00 from KCMA Capitol outlay to Cemetery payroll expense, Exhibit A; Resolution 2009-03-02 amendment to budget transfer $500.00 from KCMA Library- UnivServErate Expenses to General Library-Telephone, Exhibit B. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden granting request on Cash Fund Estimate of Needs and Request for Appropriation for the City of Newkirk as follows: Senior Citizen Building Fund - $27,529.38, Exhibit C; Senior Citizen Building Fund - $2,500.00, Exhibit D; Senior Citizen Van Fund - $2,750.00, Exhibit E. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden noting the following Reimbursements to General Fund Account: Unappropriated Court - $3,724.51, Exhibit F; Unappropriated Court - $21,025.58, Exhibit G; Unappropriated Court - $4,345.38, Exhibit H; Unappropriated Court - $4,300.00, Exhibit I. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden approving the following Transfer of Appropriations: Sheriff Service Fee-$1,400.00 from Overtime to Travel , Exhibit AC; Sheriff (General)-$2,300.00 from Personal Services to Part-time, Exhibit AD; Sheriff Service Fee Cash Account-$8,306.84 from Capital Outlay to Maintenance, Exhibit AE. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, Motion was made by Estes and seconded by Harden to adjourn (10:40 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
