The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, March 5, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on March 4, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order. Those present were as follows: Chairman Joe R. Cary; Vice-Chairman Floyd Harden; J. C. Estes, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Estes and seconded by Harden approving regular meeting minutes of February 5, 2009. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Estes approving on Cash Fund Estimate of Needs and Request for Appropriation for the City of Newkirk as follows: Senior Citizen Building Fund - $176.02, Exhibit A; Senior Citizen Van Fund - $512.89, Exhibit B; Street & Alley - $11,608.06, Exhibit C; Senior Citizen Building-$11,000.00, Exhibit D. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden approving Cash Fund Estimate of Needs and Request for Appropriation for Gift Cash Fund for Blackwell Public Schools in the amount of $3,000.00, Exhibit E. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Estes noting the following Reimbursements to General Fund Account: Unappropriated Court - $23,665.97, Exhibit F; Unappropriated Court - $6,135.43, Exhibit G; Resale - $4,067.34, Exhibit H; Workers’ Comp - $13,163.00, Exhibit I. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden acknowledging the following Transfer of Appropriations: Health-$154.86 from Maintenance & Operations to Personal Services, Exhibit AG; Election Board Travel $776.00/Maintenance-$500.00 Totaling $1,276.00 to Part-time, Exhibit AH; Assessor Visual Inspection Maintenance & Operation (M&O)-$600.00 to Visual Inspection Travel, Exhibit AI; County Clerk Lien Fee Travel-$467.27 to M&O, Exhibit AJ; OSU Extension M&O-$365.00 to General Government Capital Outlay, Exhibit AK; Highway Dist#3 M&O-$11,000.00 to Capital Outlay, Exhibit AL. There being no other business, Cary declared meeting adjourned (10:45 a.m.).
