The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, February 5, 2009, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on February 4, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order. Those present were as follows: Chairman Joe R. Cary; Vice-Chairman Floyd Harden; J. C. Estes, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Harden and seconded by Estes approving regular meeting minutes of January 8, 2009. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Estes approving on Cash Fund Estimate of Needs and Request for Appropriation for the City of Newkirk as follows: Senior Citizen Building Fund - $55,147.57, Exhibit A; Library Cash Fund - $3,035.00, Exhibit B; Rural Fire - $5,600.00, Exhibit C; Home Program - $260,000.00, Exhibit D. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden approving Cash Fund Estimate of Needs and Request for Appropriation for Blackwell Public Schools in the amount of $89,728.00, Exhibit E. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary approving Ponca City Public Schools FY2008-2009 Budget, Exhibit F. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Estes noting the following Reimbursements to General Fund Account: Unappropriated Court - $20,860.96, Exhibit G; Resale - $4,067.34, Exhibit H; Unappropriated Court - $2,961.19, Exhibit I; Workers’ Comp - $13,163.00, Exhibit J; Unappropriated Court - $355.95, Exhibit K; Unappropriated Court - $4,300.00, Exhibit L; Tort & Property - $2,373.06, Exhibit M; Resale - $4,036.44, Exhibit N; Unappropriated Court - $16,693.93, Exhibit O; Unappropriated Court - $6,224.65, Exhibit P; Tort & Property Insurance - $2,373.03, Exhibit Q; Unappropriated Court - $4,300.00, Exhibit R; Election Boards - $812.01, Exhibit S; Workers’ Comp - $13,163.00, Exhibit T. Motion was made by Estes and seconded by Harden acknowledging and approving the following Cash Fund Estimate of Needs and Request for Appropriation: CSSP - $304.50, Exhibit U; County Clerk Lien Fee - $1,092.00, Exhibit V; Preservation Fee - $4,575.00, Exhibit W; Treasurer’s Mortgage Certification - $740.00, Exhibit X; Highway - $7,156.50, Exhibit Y; Highway - $41,346.92, Exhibit Z; Highway - $332,323.49, Exhibit AA; LEPC Grant - $1,000.00, Exhibit AB; Public Buildings Authority (PBA) Health - $1,787.50, Exhibit AC; PBA - $1,408.84, Exhibit AD; Open Dump Reward - $10.00, Exhibit AE; Sheriff’s Jail - $18,021.68, Exhibit AF; Drug Court - $22,349.50, Exhibit AG; Highway - $102,594.45, Exhibit AH; Highway - $186,617.75, Exhibit AI; Sheriff’s Service Fee - $13,981.22, Exhibit AJ; Sheriff’s Service Fee - $2,677.99, Exhibit AK. Motion was made by Estes and seconded by Harden acknowledging the following Transfer of Appropriations: Sheriff Maintenance - $9,000.00 to Overtime, Exhibit AL; Sheriff Service Maintenance - $1,000.00 to Travel, Exhibit AM; Highway D#1 Maintenance - $6,800.00 to Highway Capital Outlay, Exhibit AN. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, Cary declared meeting adjourned (10:52 a.m.).
