The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, November 6, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on November 5, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order. Those present were as follows: Chairman Joe R. Cary; Vice-Chairman Floyd Harden; J. C. Estes, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Estes and seconded by Harden approving regular meeting minutes of October 9, 2008, and special meeting minutes of October 27 and November 3, 2008. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Estes approving Board of County Health 2008-2009 Estimate of Needs and Financial Statement of the Fiscal Year 2007-2008, Exhibit A. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden granting request on Cash Fund Estimate of Needs and Request for Appropriation for Blackwell Public Schools, Exhibit B. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriation: Child Abuse Prevention-$475.17, Exhibit C; Highway-$523,061.80, Exhibit D; Highway D#1-$701,388.76, Exhibit E; Highway D#2-$327,299.15, Exhibit F; Visual Inspection Reimbursement-$1,867.76, Exhibit G; Public Buildings Authority-Health-$1,763.04 (corrected from Agenda that read $1,211.55), Exhibit H; Public Buildings Authority-$1,408.84, Exhibit I; County Clerk Lien Fee-$1,498.00, Exhibit J; Preservation Fee-$4,782.00, Exhibit K; County Improvement-$7,175.00, Exhibit L. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden acknowledging the following Transfer of Appropriations: Highway D#1 Maintenance & Operations (M&O)-$250.00 to Travel, Exhibit M; General Government M&O-$1,445.00 to Lease Purchase, Exhibit N; Sheriff Jail M&O-$1,000.00 to Travel, Exhibit O. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, motion was made by Harden and seconded by Estes to adjourn (10:35 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
