The Kay County Excise Board met in special session at 10:00 o’clock a.m. on Monday, October 27, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on October 24, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order (10:10 a.m.). Those present were as follows: J. C. Estes, Member; Judy Barnes, Kay County Assessor; Carol Purdy, Kay County Assessor Office; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Steve Kelly, Kay County Undersheriff; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary. Floyd Harden, Vice-Chairman, absent.

Motion was made by Estes and seconded by Cary noting the following Transfer of Appropriations: Sheriff Personal-$11,000.00 to Overtime, Exhibit A; Sheriff Personal-$10,000.00 to Maintenance, Exhibit B. Motion carried: Cary, aye; Estes, aye.

Motion was made by Estes and seconded by Cary approving the following Estimate of Needs for FY2007-2008: Tonkawa School District, Exhibit C; City of Ponca City, Exhibit D. Motion carried: Cary, aye; Estes, aye.

Motion was made by Estes and seconded by Cary approving the interoffice Kay County Schedule of Appropriations for FY2008-2009, Kay County 2008-2009 Estimate of Needs and Financial Statement of FY 2007-2008, and 2008 Tax Levies for Kay County. Estes said he would have preferred to go with 90 percent of budget rather than 92 percent to have more of a carry over and hoped in the near future the county would be able to adjust back to 90 percent. He also noted the big increase in the health insurance coverage for employees. Budget Maker Jerry Putnam, Yadon & Putnam, said the county figures looked good and 92 percent of the ad valorem amount is a safe estimate and something he feels comfortable with. Motion carried: Cary, aye; Estes, aye.

There being no other business, motion was made by Estes and seconded by Cary to adjourn (10:48 a.m.). Motion carried: Cary, aye; Estes, aye.
