The Kay County Excise Board met in regular session at 1:30 o’clock p.m. on Tuesday, July 1, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on June 30, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Vice-Chairman Cary called the meeting to order. Those present were as follows: Vice-Chairman Joe R. Cary; Floyd Harden, Member; Judy Barnes, Kay County Assessor; Carol Purdy, First Deputy to Assessor; Mary Ramey, Kay County Court Clerk; Christy Kennedy, Kay County Treasurer; Steve Kelly, Undersheriff; Carol Kellum, Kay County Election Board Secretary; Larry Klumpp, OSU Extension; Mark Gibson, District Attorney; Tammy Reese, Kay County Clerk/Secretary. Chairman J. C. Estes was absent.

Motion was made by Harden and seconded by Cary nominating Joe R. Cary as Chairman and Floyd Harden as Vice-Chairman the Kay County Excise Board for FY 2008-2009. Motion carried: Cary, aye; Harden, aye.

(Joint meeting with Board of County Commissioners to discuss Temporary Appropriations for FY2008-2009)

Discussion, comments, and questions were made as each officer presented their Temporary Appropriations before the Excise Board.

Motion was made by Harden and seconded by Cary approving fifty percent of last years final approved budget on all accounts with the exception of accounts where more than half of last years budget is needed to make payments before final budgets are approved and finalized. These are on file in the County Clerks office as follows: General Government, Exhibit A; Insurance/Benefits, Exhibit B; Charity, Exhibit C; County Audit, Exhibit D; Commissioners, Exhibit E; Excise Board, Exhibit F; Justice Facilities, Exhibit G; County Clerk, Exhibit H; Data Processing, Exhibit I; Purchasing, Exhibit J; Sheriff, Exhibit K; Treasurer, Exhbit L; Assessor, Exhibit M; Visual Inspection, Exhibit N; Court Clerk, Exhibit O; Election Board Secretary, Exhibit P; OSU Extension Center, Exhibit Q; Kay County Free Fair, Exhibit R; District Attorney, Exhibit S; District Judge, Exhibit T; Kay County Health Department, Exhbit U. Motion carried: Cary, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving Application for Temporary Appropriations Braman ISD #18 for FY2008-09, Exhibit V. Motion carried: Cary, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving Supplemental Estimate for Newkirk Public Schools Child Nutrition Fund, Exhibit W. Motion carried: Cary, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving Application for Approval of Temporary Appropriations-Pioneer Technology Center, Dist#13 for the FY2008-09, Exhibit X. Motion carried: Cary, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving Application for Temporary Appropriations for Blackwell School District#I-45 for FY2008-09, Exhibit Y. Motion carried: Cary, aye; Harden, aye.

Application for Temporary Appropriations for Kildare School District#C-50 for FY2008-09 was approved in Excise Board meeting held on June 5, 2008 (should not have been listed on Agenda).

Motion was made by Harden and seconded by Cary noting Ponca City School District#71 School Budget and Financing Plan for Appropriated Funds FY2008-09, Exhibit Z. Motion carried: Cary, aye; Harden, aye.

No action was taken on Visual Inspection Budget hearing.
