The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, July 3, 2008, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on July 2, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order. Those present were as follows: Vice-Chairman Floyd Harden; J. C. Estes, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Harden and seconded by Estes approving regular meeting minutes of June 5, 2008. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving regular meeting minutes of July 1, 2008. Motion carried: Cary, aye; Estes, abstained; Harden, aye.

Motion was made by Estes and seconded by Harden approving the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk: Library Cash Fund - $250.00, Exhibit A; Senior Citizen Building Fund - $104.70, Exhibit B; Park & Recreation-$1,047.59, Exhibit C. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Harden acknowledging the following Reimbursements to General Fund Account: Unappropriated Court-$20,266.92, Exhibit D; Unappropriated Court-$3,406.46, Exhibit E; Resale-$4,722.49, Exhibit F. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriation: Sheriff’s Jail-$46,136.09, Exhibit G; Sheriff’s Commissary-$1,715.59, Exhibit H; Sheriff’s Service Fee-$23,542.20, Exhibit I; Drug Court-$3,187.50, Exhibit J; Highway-$621,332.85, Exhibit K; Open Dump-$20.00, Exhibit L; CSSP-$809.50, Exhibit M; Public Buildings Authority-$1,408.84, Exhibit N; Preservation Fee-$4,960.00, Exhibit O; County Clerk Lien Fee-$2,195.71, Exhibit P; Treasurer’s Mortgage Certification-$870.00, Exhibit Q; Child Abuse Prevention-$70.04, Exhibit R; Public Buildings Authority-Health-$1,250.74, Exhibit S.
