Newkirk, OK

The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, April 3, 2008 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on April 2, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Estes called the meeting to order. Those present were as follows: Chairman J. C. Estes; Vice-Chairman Joe R. Cary; Floyd Harden, Member; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of March 6, 2008. Motion carried: Cary, aye; Estes, aye; Harden, abstained.

Motion was made by Cary and seconded by Harden approving the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk: Library Cash Fund - $2,500.00, Exhibit A; Reap Cash Fund-$25,000.00, Exhibit B. Motion carried: Schieber, aye; Austin, aye; Wilson, aye.

Motion was made by Harden and seconded by Cary approving the Cash Fund Estimate of Needs and Request for Appropriations for the Ponca City Public Schools, Bond Fund 32, 2007-08-Interest-$12,043.99, Exhibit C. Motion carried: Schieber, aye; Austin, aye; Wilson, aye.

No action taken on Reimbursements to General Fund Account; no reimbursements were presented.

Motion was made by Cary and seconded by Harden approving the following Cash Fund Estimate of Needs and Request for Appropriation: Treasurer’s Mortgage Certification-$640.00, Exhibit D; Highway Dist#1-$9,460.15, Exhibit E; County Clerk Lien Fee-$2,572.50, Exhibit F; Preservation Fee-$4,540.00, Exhibit G; Open Dump Reward-$10.00, Exhibit H; Public Buildings Authority-$1,408.84, Exhibit I; Public Buildings Authority-Health-$1,094.96, Exhibit J; CSSP-$545.87, Exhibit K; County Improvement-$5.55, Exhibit L; Visual Inspection Reimbursement-$782.98, Exhibit M; LEPC Grant-$1,000.00, Exhibit N; Highway-$60,680.94, Exhibit O; Highway-$263,078.57, Exhibit P; Highway-$8,141.51, Exhibit Q; Highway-$22,441.05, Exhibit R; Sheriff’s Jail-$15,579.34, Exhibit S; Sheriff’s Commissary-$1,388.28, Exhibit T; Sheriff’s Service Fee-$14,271.92, Exhibit U. Motion was made by Harden and seconded by Cary approving the following Transfer of Appropriations: Sheriff Jail maintenance-$200.00 to Travel, Exhibit V; Sheriff Training Donations-$750.00 to Equipment, Exhibit W; Sheriff General Part-time-$3,000.00 to Overtime, Exhibit X; Highway Maintenance Dist#1-$500.00 to Highway Travel, Exhibit Y; Highway Maintenance Dist#3-$1,068.05 to Personal Services, Exhibit Z; Highway Maintenance & Operations Dist#1-$1,804.86 to Lease Purchase, Exhibit AA; Highway Travel Dist#1-$214.81 to Travel, Exhibit AB; Election Board Travel-$1,000.00 to Part-time, Exhibit AC. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, motion was made by Harden and seconded by Cary to adjourn (10:38 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
