The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, February 7, 2008 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on February 6, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

Chairman Estes called the meeting to order.  Those present were as follows:  Chairman J. C. Estes; Vice-Chairman Joe R. Cary; Member Floyd Harden; Tammy Reese, Kay County Clerk/Secretary. 

 

Motion was made by Cary and seconded by Harden approving regular meeting minutes of January 10, 2008.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Harden and seconded by Cary approving the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk:  Library - $2,291.90, Exhibit A; Senior Citizen Van Fund-$4,275.00, Exhibit B.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Harden and seconded by Cary acknowledging the following Reimbursements to General Fund Account:  District Court-$900.00, Exhibit C; Unappropriated Court-$1,866.65, Exhibit D; Unappropriated Court-$26,455.87 (correct amount $26,544.87), Exhibit E; Resale-$3,886.54, Exhibit F; Health Insurance-$108.08, Exhibit G.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Cary and seconded by Harden approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Visual Inspection Reimbursement-$873.49, Exhibit H; County Improvement-$8.87, Exhibit I; Child Abuse Prevention-$34.55 (was approved in meeting on 1-10-08); Public Buildings Authority-Health-$1,346.83 (the total amount was $1,888.94, amount listed was December 2007 Interest) Exhibit J; Public Buildings Authority-$1,408.84, Exhibit K; LEPC Grant-$1,000.00, Exhibit L; Drug Court-$15,062.50, Exhibit M; Preservation Fee-$4,155.00, Exhibit N; County Clerk Lien Fee-$2,060.70, Exhibit O; Highway-$12,588.27, Exhibit P; Highway-$33,650.67, Exhibit Q; Highway-$260,466.38, Exhibit R.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Harden and seconded by Cary acknowledging the following Transfer of Appropriations:  Sheriff Training-Donations-$1,000.00 to Equipment, Exhibit S; Sheriff Service-Maintenance-$6,000.00 to Capital Outlay, Exhibit T.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

There being no other business, motion was made by Cary and seconded by Harden to adjourn (10:55 a.m.).  Motion carried:   Cary, aye; Estes, aye; Harden, aye.
