The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, November 8, 2007 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on November 7, 2007, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Estes called the meeting to order. Those present were as follows: Chairman J. C. Estes; Vice-Chairman Joe R. Cary; Member Floyd Harden; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Harden approving regular meeting minutes of October 4, 2007, and special meeting minutes of October 19 and 23, 2007. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving 2007-2008 Estimate of Needs for City/Town of Kaw City, Exhibit A. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Harden approving the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk: Utility Upgrade Construction Cash Fund-$1,507.71, Exhibit B; Utility Upgrade Construction Cash Fund-$2,003.34, Exhibit C. Motion carried: Cary, aye; Estes, aye; Harden, aye;
