The Kay County Excise Board met in special session at 9:00 o’clock a.m. on Friday, October 19, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on October 17, 2007, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

Chairman Estes called the meeting to order.  Those present were as follows: Joe R. Cary, Vice-Chairman; Floyd Harden, Member; Judy Barnes, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board; Sharon Rowen, Ponca City News; Tammy Reese, County Clerk/Secretary (see sign-in sheet).

 

No action was taken on the Kay County Estimated General Fund Budget, FY 2007-2008.  The 2007-2008 budgets were discussed during the joint meeting with the Board of County Commissioners and the Excise Board. 

 

Commissioner Leven presented the budget to those in attendance and went over recommended figures for each office.  After much discussion, it was suggested to go with 92% of the estimated ad valorem collections making the total available budget $4,500,075.98.  The decision to go with 92% was based upon the critical needs of both the courthouse and jail.  Leven recommended giving a $75 increase to all employees.

 

Excise Board Member Floyd Harden suggested giving County Officials an increase in pay, but it was the consensus of all the officers to decline due to all the many serious needs of the county.

 

Motion was made by Harden and seconded by Estes to approve the Board of County Health Estimate of Needs FY2007-2008.  Motion carried:  Estes, aye; Harden, aye.  (Member Cary left the meeting because of another engagement).

 

There being no other business for the Special Excise Board Meeting, motion was made by Harden and seconded by Estes to adjourn (9:15 a.m.).   Motion carried:  Estes, aye; Harden, aye.
