The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, July 5, 2007 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on July 3, 2007, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Estes called the meeting to order. Those present were as follows: Chairman J. C. Estes; Vice-Chairman Joe R. Cary; Member Floyd Harden; Judy Barnes, Kay County Assessor; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Harden approving regular meeting minutes of July 2, 2007. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving the following: Amended Temporary Appropriations on Visual Inspection Accounts approving 100% of last years final approved budget amount, Exhibit A; Amended Temporary Appropriations on County Clerk Maintenance Account ($6,000.00 to $9,000.00) to pay an annual licensing fee for software in County Clerk’s office, Exhibit B; Amended Temporary Appropriations on Election Board Accounts approving 50% of last years final approved budget, Exhibit C, FY 2007-2008. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving the following Cash Fund Estimate of Needs and Request for Appropriation: Treasurer’s Mortgage Certification-$1,075.00, Exhibit D; County Clerk Lien Fee-$1,247.25, Exhibit E; Preservation Fee-$4,775.00, Exhibit F; Visual Inspection Reimbursement-$1,794.63, Exhibit G; Open Dump Reward-$10.00, Exhibit H; Public Buildings Authority-$1,408.84, Exhibit I; Visual Inspection Reimbursement-$64,682.38 (should not have been on Agenda); Public Buildings Authority-Health-$2,798.46, Exhibit J; Drug Court-$4,958.34, Exhibit K; Drug Court - $1,470.00, Exhibit L; County Clerk Lien Fee - $12.00, Exhibit M; CSSP - $242.50, Exhibit N; Highway - $2,685.58, Exhibit O; Highway - $4,250.00, Exhibit P; Sheriff’s Jail Cash Fund-$23,644.27, Exhibit Q; Sheriff’s Service Fee-$17,067.51, Exhibit R; Sheriff’s Commissary-$1,024.54, Exhibit S; Highway Cash Fund-$273,597.83, Exhibit T.
