The Kay County Excise Board met in regular session at 1:30 o’clock p.m. on Monday, July 2, 2007 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on June 29, 2007, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Chairman Harden; Vice-Chairman J. C. Estes; Member Joe R. Cary; Judy Barnes, Kay County Assessor; Christy Kennedy Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Cheryl Howard, Kay County Election Board; Larry Klumpp, Kay County OSU Extension; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Estes and seconded by Cary approving regular meeting minutes of June 7, 2007. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes nominating J. C. Estes, Chairman and Joe R. Cary, Vice-Chairman of the Kay County Excise Board for the fiscal year of 2007-2008. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Harden handed the meeting over to Chairman Estes.

Motion was made by Harden and seconded by Cary to approve Temporary Appropriations for FY2007-2008 to the Kay County General Fund Budget approving 50% of last years final approved budget with exception to the Insurance/Benefits and FEMA Accounts, Exhibits A-S. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Harden to approve Temporary Appropriations for FY2007-2008 to the Kay County General Fund Budget approving 100% of last years final approved budget in the Insurance/Benefits (Exhibit T) and FEMA (Exhibit U) Accounts. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving the following Cash Funds - City of Newkirk Municipality: Insurance Cash Fund-$31,865.48, Exhibit V; Park & Recreation Cash Fund-$1,471.54, Exhibit W; Senior Citizen Building Fund-$250.00, Exhibit X. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Harden approving Application for Temporary Appropriations for the following school district for the fiscal year 2007-2008: Blackwell District No. I-45 – General Fund-$9,047,804; Building Fund-$209,296; Child Nutrition Fund-$519,690; 1998 High School Gym Bond Fund-$41,000; 2005 Building Bond Fund-$7,842; Gifts Fund-$3,933, Exhibit Y. Motion was made by Cary and seconded by Harden approving Application for Temporary Appropriations for the following school district for the fiscal year 2007-2008: Pioneer Technology Center, Dist#13 – General Fund-$6,800,000; Building Fund-$1,800,000, Exhibit Z. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Harden noting Request for Approval of State Aid and/or Federal Funds for Kildare School District, Exhibit AA. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving Cash Fund Estimate of Needs and Request for Appropriation for the Transportation Bond #33 Cash Fund of Braman ISD#18-$110,000.00, Exhibit AB. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Harden noting Ponca City Public Schools-Budget for 2007-2008, Exhibit AC. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary approving Supplemental Estimate for Newkirk Public School, District No. 29, Exhibit AD and Cash Fund Estimate of Needs and Request for Appropriation for the Bond Fund of I-29, Exhibit AE. Motion carried: Cary, aye; Estes, aye; Harden, aye.
