The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, March 8, 2007 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on March 7, 2007, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Chairman Harden; Vice-Chairman J. C. Estes; Member Joe R. Cary; Patsy Leyva, Deputy Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of February 8, 2007. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk: Rural Fire-$1,000.00, Exhibit A; Rural Fire-$500.00, Exhibit B; Street & Alley-$11,885.87, Exhibit C; Park & Recreation-$2,155.13, Exhibit D and Library-$3,731.00, Exhibit E. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary acknowledging the following Reimbursements to General Fund: Unappropriated Court-$2,985.05, Exhibit F; Unappropriated Court-$21,433.72, Exhibit G; Resale General-$3,527.51, Exhibit H; Election Board-$499.47, Exhibit I; Workers’ Comp-$14,298.00, Exhibit J. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary approving the following Cash Fund Estimate of Needs and Request for Appropriation: Sheriff’s Service Fee-$13,335.87, Exhibit K; Sheriff’s Commissary-$549.26, Exhibit L; Sheriff’s Jail-$14,853.82, Exhibit M; Highway-$234,559.94, Exhibit N; Treasurer’s Mortgage Certification-$790.00, Exhibit O; Drug Court-$2,479.17, Exhibit P; CSSP-$155.00, Exhibit Q; Drug Court-$2,479.17, Exhibit R; PBA-Health-$2,846.59, Exhibit S; VI Reimbursement-$852.56, Exhibit T; Highway-$12,971.30, Exhibit U; PBA-$1,408.74, Exhibit V; Highway-$2,250.00, Exhibit W; County Clerk Lien Fee-$1,596.75, Exhibit X and Preservation Fee-$4,610.00, Exhibit Y. Motion was made by Cary and seconded by Estes acknowledging the following Transfer of Appropriations: Sheriff Service Fee-Maintenance-$600.00 to Capital Outlay, Exhibit Z; Highway Cash Fund, Dist#1-Capital Outlay-$2,250.00 to Kay Drive Project, Exhibit AA; Highway Cash Fund, Dist#1-Maintenance & Operations-$3,500.00 to Personnel Services, Exhibit AB.
