The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, January 4, 2007 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on January 3, 2007, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Chairman Harden; Vice-Chairman J. C. Estes; Member Joe R. Cary; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of December 7, 2006. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary acknowledging the following Reimbursements to General Fund Account: Workers’ Comp-$14,298.00, Exhibit A; Tort & Property Insurance-$10,000.00, Exhibit B; Resale General Fund-$4,935.06, Exhibit C; District Court-$900.00, Exhibit D. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriation for the Bond Fund 37 Cash Fund of Ponca City Public Schools Municipality-$1,840.00, Exhibit E. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary to grant request on the following Cash Funds for the City of Newkirk: Park & Recreation (September-November collections)-$3,150.26, Exhibit F; Rural Fire-$250.00, Exhibit G; Library-$1,529.00, Exhibit H. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes to approve City of Blackwell’s Report on Audit of Financial Statements for the period ending June 30, 2006, Exhibit I. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary to grant request on the following Cash Fund Estimate of Needs and Request for Appropriation: Preservation Fee-$4,435.00, Exhibit J; County Clerk Lien Fee-$1,523.00, Exhibit K; Treasurer’s Mortgage Certification-$890.00, Exhibit L; CSSP-$438.50, (duplicated on Agenda); Visual Inspection Reimbursement-$683.09, Exhibit M; Child Abuse Prevention-$192.98, Exhibit N; Drug Court-$2,083.33, Exhibit O; CSSP-$116.00, Exhibit P; Public Buildings Authority-$1,408.84, Exhibit Q; CSSP-$438.50, Exhibit R; Highway - 228,698.16, Exhibit S; Sheriff’s Commissary-$385.82, Exhibit T; Sheriff’s Service Fee-$2,547.38, Exhibit U; Sheriff’s Service Fee-$7,517.89, Exhibit V; Sheriff’s Jail-$31,706.50, Exhibit W.
