Newkirk, Oklahoma

The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, December 7, 2006 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on December 6, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Chairman Harden; Vice-Chairman J. C. Estes; Member Joe R. Cary; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of November 9, 2006 and special meeting minutes of November 21, 2006. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary acknowledging the following Reimbursements to General Fund Account: Workers’ Comp-$14,298.00, Exhibit A; Tort & Property Insurance-$4,614.32, Exhibit B. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary approving the following Cash Fund Estimate of Needs and Request for Appropriation with the exception of Emergency Management Agency-$13,500.00 which was a duplication: Highway-$260,730.16, Dist#1-$86,876.72; Dist#2-$86,876.72; Dist#3-$86,876.72, Exhibit C; Emergency Management Agency-$19,950.80, Exhibit D; Sheriff’s Service Fee-$11,560.42, Exhibit E; Sheriff’s Jail-$35,053.80, Exhibit F; Sheriff’s Commissary-$619.23, Exhibit G; Sheriff’s Service Fee-$455.00, Exhibit H; Drug Court-$10,416.65, Exhibit I; Public Buildings Authority-$1,408.84, Exhibit J; Visual Inspection Reimbursement-$476.93, Exhibit K; County Clerk Lien Fee-$1,796.00, Exhibit L; Preservation Fee-$4,760.00, Exhibit M; (Emergency Management Agency-$13,500.00-VOIDED). Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary noting the following Transfer of Appropriations: General-OSU Extension-Contractual Services-$516.00; Maintenance-$2,203.00; Capital Outlay-$251.00; Total-$2,970.00 to Travel, Exhibit N; General Fund-County Clerk Maintenance & Operation (M & O)-$960.00 to General Government M & O, Exhibit O; General Fund-Election Board M & O-$728.00 to General Government M & O, Exhibit P; General Fund-Sheriff M & O-$2,328.00 to General Government M & O, Exhibit Q; General Fund-OSU Extension M & O-$944.00 to General Government M & O, Exhibit R; General Fund-Assessor M & O-$1,472.00 to General Government M & O, Exhibit S. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the holiday calendar for the year 2007, Exhibit T. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving the Excise Board/Equalization Board meetings for FY 2007, Exhibit U. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, motion was made by Cary and seconded by Estes to adjourn (10:50 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
