The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, November 9, 2006 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on November 8, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Chairman Harden; Vice-Chairman J. C. Estes; Member Joe R. Cary; Judy Barnes, Assessor; Tammy Reese, Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of October 5, 2006, and special meeting minutes of October 9 & 25, 2006, and November 6, 2006. Correction was made to special meeting minutes of Monday, October 9, 2006, minutes stated time adjourned was 12:00 a.m. minutes should have read 12:00 p.m. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary to grant request on the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk: Library Building Cash Fund-$525.00, Exhibit A; Utility Upgrade Construction Cash Fund-$3,295.67, Exhibit B; Library Cash Fund-$114.30, Exhibit C. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving on the following Cash Fund Estimate of Needs and Request for Appropriations: Treasurer’s Mortgage Certification-$1,130.30, Exhibit D; Sheriff’s Commissary Cash Fund-$1,257.00, Exhibit E; Highway Cash Fund-$248,995.24, Exhibit F; Highway Cash Fund-$45,006.51, Exhibit G; Sheriff’s Jail Cash Fund-$11,929.77, Exhbit H; Sheriff’s Service Fee Cash Fund-$7,566.06, Exhibit, I; Child Abuse Prevention Cash Fund-$137.85, Exhibit J; LEPC Grant Cash Fund-$534.00, Exhibit K; County Clerk Lien Fee Cash Fund-$512.25, Exhibit L; Visual Inspection Reimbursement Cash Fund-$797.67, Exhibit M; Public Buildings Authority Cash Fund-$1,408.84, Exhibit N; County Clerk Lien Fee Cash Fund-$1,200.25, Exhibit O; Preservation Fee Cash Fund-$5,150.00, Exhibit P. Motion was made by Estes and seconded by Cary acknowledging the following Transfer of Appropriations: General-Election Board, Maintenance & Operations-$1,000.00 to Part-time, Exhibit Q; Drug Court, Contract Servcies-$700.00 to Maintenance & Operation, Exhibit R. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving Chairman Harden signing corrected Assessed Valuations for City of Ponca City-Real Property-$75,567,136; Personal Property-$21,736,867; Public Service Property-$5,634,357; Total-$102,938,360, Exhibit S. Motion carried: Cary, aye; Estes, aye; Harden, aye.

There being no other business, motion was made by Estes and seconded by Cary to adjourn (10:50 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
