Kay County Excise Board met in special session at

Excise Board recessed to attend the dedication ceremony in the Newkirk Library
in honor of Army Specialist Jared D.
Hartley of Newkirk who was killed in
Chairman Harden called the meeting to order (

the following Cash Fund Estimate of Needs and Request for Appropriation: Highway

The Budget Work
Session was discussed and reviewed with the Excise Board, Commissioners and
The status of
the jail was discussed between the Excise Board, Wayne Leven, and Sheriff Van
Hoesen. Sheriff reported a cost of
$5,200.00 a door to replace doors and locks; he said 25 locks do not work at
all and 50 doors were faulty. Other matter
discussed was the overcrowding situation, lights, and the fine.
It was
mentioned by Dona Brown that the FEMA Contractual Account must be included in
our budget total. The amount of the FEMA
account is $54,341.53. Commissioner
Leven said he believes this amount is the Administration Fee and stated the
county has been paid in full and the remaining amount is for administration
fees. Ms. Brown said she was not sure
how the FEMA money could be spent, but would find out and get back to us.

by Estes and seconded by Cary approving the 2006-07 budget at 92%-$4,179,505.87
and the Certification of Tax Levies, both prepared by the Dona Brown, Budget
Maker with Yadon & Putnam (subject to approval of Commissioners on Monday,
October 30, 2006), Exhibit R. Motion
