The Kay County Excise Board met in special session at 10:00 o’clock a.m. on Wednesday, October 25, 2006 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on October 23, 2006 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

The Excise Board recessed to attend the dedication ceremony in the Newkirk Library in honor of  Army Specialist Jared D. Hartley of Newkirk who was killed in Iraq, July 2005.  Commissioner Wilson and Sheriff Van Hoesen remained in the Commissioners Court Room until the Excise Board members returned.

 

Chairman Harden called the meeting to order (10:20 a.m.).  Those present were as follows: J. C. Estes, Vice-Chairman; Member Joe R. Cary; Pat Schieber, Treasurer; Mary Ramey, Court Clerk; Rosie McCombs, Assessor’s Office; Everette Van Hoesen, Sheriff; Carol Kellum, Election Board; Tammy Reese, Secretary/Kay County Clerk (see sign-in sheet).

 

Motion was made by Cary and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Highway Cash Fund, Dist#1 -$85,000.00, Exhibit A; Highway Cash Fund, Dist#3 - $286,749.29, Exhibit B; Highway Cash Fund, Dist#3 - $37,220.25, Exhibit C; Treasurer’s Mortgage Certification-$1,005.00, Exhibit D; Highway Cash Fund, Dist#2-$64,484.04 , Exhibit E.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Cary and seconded by Estes acknowledging the following Reimbursements to the General Fund:  Unappropriated Court-$17,802.81, Exhibit F; Workers’ Comp-$14,298.00, Exhibit G; Unappropriated Court-$1,163.06, Exhibit H; Resale-$10,242.49, Exhibit I; District Court-$900.00, Exhibit J.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Estes and seconded by Cary to grant request on Rural Fire Cash Fund of City of Newkirk-$1,624.79, Exhibit K.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Cary and seconded by Estes to approve transfer of money, County Health Department Fund/Public Health Budget Account from the ODA Account to Maintenance & Operation-$2,736.00, Exhibit L.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Estes and seconded by Cary acknowledging the following Transfer of Appropriations:  Highway, Dist#3-Maintenance-$826.55 to Lease Purchase, Exhibit M; Emergency Management Agency Maintenance-$300.00 to Travel, Exhibit N; General, Sheriff-Personal Services-$3,000.00 to Over-time, Exhibit O; General, Sheriff-Maintenance-$300.00 to Travel, Exhibit P.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Estes and seconded by Cary granting approval of Kaw City’s Estimate of Needs for FY 2006-07 and Financial Statement for the FY 2005-06, Exhibit Q.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

The Budget Work Session was discussed and reviewed with the Excise Board, Commissioners and County Officers.  Commissioners adjourned their meeting at 10:45 a.m.

 

The status of the jail was discussed between the Excise Board, Wayne Leven, and Sheriff Van Hoesen.  Sheriff reported a cost of $5,200.00 a door to replace doors and locks; he said 25 locks do not work at all and 50 doors were faulty.  Other matter discussed was the overcrowding situation, lights, and the fine.

 

It was mentioned by Dona Brown that the FEMA Contractual Account must be included in our budget total.  The amount of the FEMA account is $54,341.53.  Commissioner Leven said he believes this amount is the Administration Fee and stated the county has been paid in full and the remaining amount is for administration fees.  Ms. Brown said she was not sure how the FEMA money could be spent, but would find out and get back to us.

 

 

 

Motion was made by Estes and seconded by Cary approving the 2006-07 budget at 92%-$4,179,505.87 and the Certification of Tax Levies, both prepared by the Dona Brown, Budget Maker with Yadon & Putnam (subject to approval of Commissioners on Monday, October 30, 2006), Exhibit R.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Estes and seconded by Cary to adjourn (12:40 p.m.).  Motion carried:  Cary, aye; Estes, aye; Harden, aye.
