The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, September 07, 2006 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on September 6, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

Chairman Harden called the meeting to order.  Those present were as follows:  Vice-Chairman J. C. Estes; Member Joe R. Cary; Pat Schieber, Treasurer; Dee Schieber, Commissioner, District #1; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary.

 

Motion was made by Estes and seconded by Cary to approve regular meeting minutes of August 8, 2006 and special meeting minutes of August 14, 2006.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Cary and seconded by Estes acknowledging the following Reimbursement to the General Fund Account:  District Court-$900.00, Exhibit A; Unappropriated Court-$230.00, Exhibit B; Unappropriated Court-$16,969.75, Exhibit C; Unappropriated Court-$307.08, Exhibit D; Workers’ Comp-$14,068.00, Exhibit E; Resale-$7,893.74, Exhibit F; Tort & Property Insurance-$9,175.85, Exhibit G; Tort & Property Insurance-$36,438.17; Exhibit H; FEMA General Fund-$113,040.39, Exhibit I.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Estes and seconded by Cary to grant request on the following Cash Fund Estimate of Needs and Request for Appropriation for the City of Newkirk:  Library Cash Fund-$1,488.00, Exhibit J; Library Cash Fund-$550.00, Exhibit K; Park & Recreation Cash Fund-$1,017.86, Exhibit L.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes to approve Application for Approval of Temporary Appropriations for the Fiscal Year 2006-07, City of Kaw City, General Fund Current Expense-$120,000 (corrected from Agenda that read $120.00), Exhibit AD.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Estes and seconded by Cary to grant request on Cash Fund Estimate of Needs and Request for Appropriation for #31 Bond Cash Fund, Tonkawa ISD #87, $594.00, Exhibit AE.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Cary and seconded by Estes noting the following Transfer of Appropriations:  General Fund-Election Board, Travel-$200.00/Maintenance & Operations-$200.00 to Part-Time-$400.00, Exhibit AF; Sheriff Jail, Contract-$4,000.00 to Maintenance-$4,000.00, Exhibit AG.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

The Estimated General Fund Budget FY2006-07 prepared by Dona Brown, Budget Maker was presented to the Excise Board to review, Exhibit H.
