The Kay County Excise Board met in special session at 10:00 o’clock a.m. on Tuesday, August 1, 2006 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on July 28, 2006 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: J. C. Estes, Vice-Chairman; Joe R. Cary, Member; Tammy Reese, County Clerk/Secretary.

Motion was made by Estes and seconded by Cary to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Highway Cash Fund-Dist#1, BIA-$215,144.41 (White Eagle Project), Exhibit A. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Highway Cash Fund-Dist#1, BIA-$251,948.52 (Lake Road Project), Exhibit B. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes to adjourn (10:20.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
