The
Kay County Excise Board met in special session at
Chairman Harden called the meeting to order. Those present were as follows: J. C. Estes, Vice-Chairman;
Joe R. Cary, Member; Judy Barnes, County Assessor; Everette Van Hoesen, County
Sheriff; Billy Wasson and Robert Aguirre, Consultants; Sharon Rowen, Ponca City
News; Tammy Reese, County Clerk/Secretary.
Jail Issues/National Institute of Corrections, Consultants
Billy Wasson and Robert Aguirre: Mr.
Wasson and Mr. Aguirre are contracted consultants for the National Institute of
Corrections here to evaluate and give a detailed assessment of jail and justice
system. Both consultants told their
previous work history and stated they have evaluated in 36 states and 150
jails. Wasson explained to the Board
that they will be focusing to determine if the jail is designed and funded
adequately; concerning the justice system they will check on arrests, how
courts assign attorney, and how long it takes.
Wasson said the strength they have to offer is simply an outside
viewpoint. The Consultants will send a
letter in two weeks detailing their findings.
There being no other
business for the Special Excise Board Meeting, motion was made by Estes and
seconded by Harden to adjourn (
