The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, October 4, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on October 2, 2012, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Vice-Chairman Smith called the meeting to order.  Those present were as follows: Joe R. Cary, Member; David Wilkie, Assistant District Attorney ADA); Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Cheryl Howard, Kay County Election Board Secretary; Dona Brown, Budget Maker, Putnam & Company, PLLC; Scott Cloud, Newkirk Herald Journal; Tammy Reese, Kay County Clerk/Secretary.  Absent:  J. C. Estes was absent due to a tragedy in his family.

 

This was a joint meeting with the Kay County Board of County Commissioners (Agenda Items Number 1 through 5).

 

Motion was made by Cary and seconded by Smith approving regular meeting minutes of September 6, 2012 and special meeting minutes of September 18, 2012.  Motion carried:  Smith, aye; Cary, aye. 

 

Motion was made by Cary and seconded by Smith approving 2012 Tax Levies for Kay County.  Motion carried:  Smith, aye; Cary, aye. 

 

Motion was made by Cary and seconded by Smith rescinding motion on 2012 Tax Levies for Kay County.  Motion carried:  Smith, aye; Cary, aye. 

 

Dona Brown, Budget Maker, Putnam & Company, PLLC, brought attention regarding Newkirk/Braman School consolidation; her main concern being whether or not Braman would have the same mill levy as Newkirk since the consolidation occurred.

 

Assistant District Attorney David Wilkie questioned if Braman citizens had the ability to vote on this issue.  It was discussed that Newkirk had the bond issue in place, voted on March 1, 2011, Braman residents did not vote on the bond issue.  However, Braman residents voted for the consolidation on April 3, 2012, becoming effective July 1, 2012, and a Resolution for Consolidation was put in place; Number 4 on the Resolution stated all assets and liabilities both real and monetary of both Braman and Newkirk will transfer to the new school district.  ADA Wilkie said since the tax measure was already in place and public notice was given and Braman residents had reasonable knowledge he felt levies could be approved as presented by county budget maker.

 

Motion was made by Cary and seconded by Smith approving 2012 Tax Levies for Kay County as presented by Dona Brown, Budget Maker, Putnam & Company, PLLC.  Motion carried:  Smith, aye; Cary, aye. 

 

Motion was made by Cary and seconded by Smith approving ALL Kay County 2012-2013 Estimate of Needs and Financial Statements of the Fiscal Year 2011-2012 (county/cities/schools).  Motion carried:  Smith, aye; Cary, aye. 

 

Motion was made by Cary and seconded by Smith approving the following Reimbursement to General Fund Account:  Unappropriated Court-$20,760.12; Resale-$10,261.95.

Motion carried:  Smith, aye; Cary, aye. 

 

Motion was made by Cary and seconded by Smith approving Officer’s Request for Supplemental Appropriations, money being added to County EMA Travel-money from State of Oklahoma Civil Emergency, reimbursement for lodging expense (purchase order 205).  Motion carried:  Smith, aye; Cary, aye.

Motion was made by Cary and seconded by Smith acknowledging reviewing the following Transfer of Appropriations:  Highway Dist#1-$98,936.13 Prospect/Airport Bridge#110 to Capital Outlay; Highway Dist#3-$3,600.00 Maintenance & Operations to Capital Outlay; Highway Dist#1-$15,192.75 Capital Outlay to M&O; General Election Board-$1,000.00 Maintenance & Operations to Part-Time; Preservation Fee Capital Outlay-$49,000.00 to Maintenance & Operation (M&O); Highway Dist#3 Personal Service-$33,000.00 to M&O; Highway Dist#3 CBRI 105C-$22,000.00 to ETR Bridge #191; Sheriff Personal-$200.00 to Sheriff Overtime; Health Maintenance & Operations (M&O)-$251.10 to Travel; Highway Dist#3 M&O-$1,600.00 to Personal Service; Highway Dist#1 Capital Outlay-$10,000.00 to M&O.  Motion carried:  Smith, aye; Cary, aye.
