Kay County Courthouse

Newkirk, OK

 

The Kay County Excise Board met in special session at 10:00 o’clock a.m. on Tuesday, September 18, 2012, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on September 12, 2012, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

Chairman Estes called the special meeting to order.  Those present were as follows J. B. Smith, Vice-Chairman; Joe R. Cary, Member; Brian Hermanson, District Attorney; Christy Kennedy, Kay County Treasurer; Carol Purdy, Kay County Assessor; Marilee Thornton, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Cheryl Howard, Kay County Election Board Secretary; Bill and Claude Williams, Taxpayers for Transparency; Stephanie McDonald, Blackwell Journal Tribune; Tammy Reese, Kay County Clerk/Secretary.    

 

Note:  This was a joint meeting with the Kay County Excise Board.

 

The Estimate of Needs/Budget for Fiscal Year 2012-2013 was carefully reviewed by both boards and minor changes were made to address personnel salaries and Insurance/Benefits (giving time for questions).

 

Time was allowed so County Clerk Tammy Reese could enter the new numbers into the budget spread sheet.

 

Both boards reviewed the changes to the Estimate of Needs/Budget spread sheet allowing another opportunity for discussion and questions.

 

The total budget available using 90% of the estimated Ad Valorem collections-$5,574,094.54.

 

Chairman Estes commended the officials for being good stewards of county money.

 

Motion was made by Cary and seconded by Smith approving the Estimate of Needs/Budget for Fiscal Year 2012-2013 as presented.  Motion carried:  Cary, aye; Estes, aye; Smith, aye. 

 

Kay County Treasurer Christy Kennedy talked concerning non-payable warrants; she said if the county is very careful with the funds we may finally be in a situation to avoid going non-payable.  Kennedy said we need to watch our spending for the next couple of years and build up the funds in order to accomplish this. 

 

Motion was made by Smith and seconded by Cary approving Cash Fund Estimate of Needs and Request for Appropriation for the Building Bond #31 Cash Fund of Tonkawa ISD #87-$380,000.00.  Motion carried:  Cary, aye; Estes, aye; Smith, aye. 

 

There being no other business, Motion was made by Smith and seconded by Cary to adjourn (11:04 a.m.).  Motion carried:  Cary, aye; Estes, aye; Smith, aye.
