Kay County Courthouse

The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, May 5, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on May 4, 2011, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

Chairman Estes called the meeting to order.  Those present were as follows:  Chairman J. C. Estes; Joe R. Cary, Member; Carol Kellum, Kay County Election Board Secretary; Cheryl Howard, Kay County Election Board Assistant Secretary; Tammy Reese, Kay County Clerk/Secretary.  J.B. Smith; Member, absent.

 

Motion was made by Cary and seconded by Estes approving regular meeting minutes of April 7, 2011, and special meeting minutes of April 20, 2011. Motion carried:  Cary, aye; Estes, aye. 

 

Election Board Matters:  Kay County Election Board Secretary Carol Kellum told the Excise Board she was retiring as of May 31, 2011.  She then introduced Cheryl Howard, who has been appointed to replace Kellum, to the board.  Kellum said effective June 1, 2011, Cheryl Howard will be the Kay County Election Board Secretary.

 

Cheryl Howard expressed to the Excise Board her need for a new hire.  Howard told the board the Election Board was soon to get a new voting system, new voting devices and a new operating system.  She said this system will be actively in place by February 2012 and before that date two mock elections will be held with the state incurring the cost.  Howard said when they redistrict Kay County all precincts will have to be redrawn.  She also said there was a need to upgrade computers.

 

J. C. Estes explained to Howard that the county, at this time, has no idea what the budget will be for 2011-12, and probably will not know until around August.  Estes cautioned Howard regarding her spending. 

 

Motion was made by Cary and seconded by Estes approving the following Cash Fund Estimate of Needs and Request for Appropriations for the City of Newkirk:  REAP-$17,860.00.  Motion carried:  Cary, aye; Estes, aye. 

 

Motion was made by Cary and seconded by Estes approving the following 2011-2012 Application for Temporary Appropriations of Peckham District No. C-27:  General Fund-$884,435.56; Building Fund-$17,775.79; Child Nutrition Fund-$70,555.21.  Motion carried:  Cary, aye; Estes, aye. 

 

Motion was made by Cary and seconded by Estes approving the following Reimbursements to General Fund Account:  Unappropriated Court-$3,338.59; Unappropriated Court-$23,556.08; Resale-$4,173.57; Workers’ Compensation-$12,302.00.  Motion carried:  Cary, aye; Estes, aye.

Motion was made by Cary and seconded by Estes acknowledging the following Transfer of Appropriations:  Highway Dist#3 Maintenance & Operations (M&O)-$500.00 to Travel; Drug Court Contract Services-$1,378.67 & Travel-$5,052.19, Total $6,430.86 to M&O; Highway D#2 M&O-$500.00 to Travel; Sheriff Jail M&O-$900.00 to Travel; Sheriff Service M&O-$1,575.20 to Travel; Data Processing Maintenance & Operations (M&O)-$335.00 to Capital Outlay; General Government M&O-$335.00 to Capital Outlay; JFA M&O-$18,000.00 to Personal Services; Highway Dist#3 Maintenance & Operations-$3,000.00 to Capital Outlay; Treasurer Part-time-$320.55 (corrected from Agenda that read $390.55) Travel-$59.17, Maintenance & Operations (M&O)-$200.28 (corrected from Agenda that read $130.28)-Totaling $580.00 (total amount did not change)-Personal Services.  Motion carried:  Cary, aye; Estes, aye.

 

There being no other business, Motion was made by Cary and seconded by Estes to adjourn (11:50 a.m.).  Motion carried:  Cary, aye; Estes, aye.
