The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, March 3, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on March 2, 2011, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Estes called the meeting to order. Those present were as follows: Chairman J. C. Estes; Vice-Chairman Joe R. Cary; J.B. Smith; Member; Patsy Leyva, Deputy Kay County Clerk/Secretary.

Motion was made by Cary and seconded by Smith approving special meeting minutes of February 7, 2011 and February 24, 2011. Motion carried: Cary, aye; Estes, aye; Smith, aye.

Motion was made by Cary and seconded by Smith approving Officer’s Request for Supplemental Appropriations to General Government Maintenance & Operations (G2000-20) in the sum of $4,031.75; reimbursement from Emergency Performance Grant Funds. Motion carried: Cary, aye; Estes, aye; Smith, aye.

Motion was made by Smith and seconded by Cary approving the following Cash Fund Estimate of Needs and Request for Appropriation: Highway-$56.76 – D#1-$18.92; D#2-$18.92; D#3-$18.92; Highway-$295,950.85 – D#1-$98,650.29; D#2-$98,650.28; D#3-$98,650.28; Highway-D#1-$189.43; Highway-D#2-$126.96; Highway-D#3-$4,784.23; Highway-D#3-$258.90; CBRI-$31,397.39; CBRI-$347.56; County Clerk Lien Fee-$4,890.00; Preservation Fee-$5,245.00; Treasurer’s Mortgage Certification-$370.00; Visual Inspection Reimbursement-$1,490.71; Sheriff’s Service Fee-$13,462.66; LEPC Grant-$990.58; Child Abuse Prevention-$211.40; Public Building Authority-$1,408.84; Public Building Authority – Health-$651.01. Motion carried: Cary, aye; Estes, aye; Smith, aye.

Motion was made by Cary and seconded by Estes acknowledging the following Transfer of Appropriations: County Sales Tax Personal Services-$3,000.00 to Part Time; Sheriff Jail Maintenance & Operations-$3,000.00 to Contract Services; Sheriff Service Maintenance & Operations-$2,000.00 to Capital Outlay. Motion carried: Cary, aye; Estes, aye; Smith, aye.
