Kay County Courthouse

The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, January 6, 2011, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on January 5, 2011, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

Chairman Estes called the meeting to order.  Those present were as follows:  Chairman J. C. Estes; Vice-Chairman Joe R. Cary; Tammy Reese, Kay County Clerk/Secretary.

 

Motion was made by Cary and seconded by Estes approving regular meeting minutes of December 9, 2010.  Motion carried:  Cary, aye; Estes, aye. 

 

Motion was made by Cary and seconded by Estes acknowledging Audited Financial Statements for City of Blackwell FY2009-10.  Motion carried:  Cary, aye; Estes, aye. 

 

Motion was made by Cary and seconded by Estes the following Cash Fund Estimate of Needs and Request for Appropriation for the City of Newkirk:  Senior Citizen-$323.95; Insurance-$2,135.63.  Motion carried:  Cary, aye; Estes, aye. 

 

Motion was made by Cary and seconded by Estes noting the following Reimbursement to General Fund Accounts:  General Fund Account-$3,776.24; Resale-$7,236.64; Unappropriated Court-$2,442.74; Unappropriated Court-$22,373.34; Unappropriated Court-$100.00.  Motion carried:  Cary, aye; Estes, aye. 

 

Motion was made by Cary and seconded by Estes approving Officer’s Request for Supplemental Appropriations to Sheriff Account No. G0400 (money from Sales Tax Proceed) to pay Bill Dewey’s salary and benefits, approved in a Justice Facilities Authority meeting on December 10, 2010.  Motion carried:  Cary, aye; Estes, aye. 

 

Motion was made by Cary and seconded by Estes the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway Dist#1-$244.24; Highway D#1-$1,508.40; Highway D#1-$148,402.00; Highway D#1-$562,088.55; Highway D#2-$1,203.00; Highway-$50.56 – D#1-$16.85; D#2-$16.85; D#3-$16.86; Highway-$182,481.18 – D#1-$60,827.06; D#2-$60,827.06; D#3-$60,827.06; CBRI 105C-$340.80; CBRI 105C-$23,174.22; County Clerk Lien Fee-$5,566.25; Preservation Fee-$4,925.00; Visual Inspection Reimbursement-$1,408.77; Treasurer’s Mortgage Certification-$500.00; Sheriff’s Service Fee-$15,691.49; Sheriff’s Grant-$5,400.00; Public Building Authority-$1,408.84; Public Buildings Authority-Health-$493.46; Child Abuse-$498.50; County Sales Tax-$5,800.00; County Sales Tax -$7,463.04; Drug Court-$24,584.50 (corrected from Agenda that originally read $24,584.53 due to a correction found on a Misc. Rec).  Motion carried:  Cary, aye; Estes, aye. 

 

Motion was made by Cary and seconded by Estes approving the following Transfer of Appropriations:  Hwy. D#3 Maintenance & Operation (M&O)-$2,806.18 to Lease/Purchase; Hwy. D#1 Highway Capital Outlay-$15,440.68 to Traders Bend Road FY10-11; CBRI Project No. BIA Contract #B0710141, D#3, Acct. No. C4000-20-$9,900.00 to Acct. No. H3103-20; Sheriff Personal Services-$20,000.00 to M&O; Sheriff Jail M&O-$300.00 to Travel; Sheriff Service Capital Outlay-$7,000.00 to M&O; County Sales Tax Personal Service-$2,000.00 to Part Time.  Motion carried:  Cary, aye; Estes, aye.

 

There being no other business, Motion was made by Cary and seconded by Estes to adjourn (11:20 a.m.).  Motion carried:  Cary, aye; Estes, aye.
