Kay County Courthouse

The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, November 4, 2010, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted on November 3, 2010, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma. 

 

Chairman Estes called the meeting to order.  Those present were as follows:  Chairman J. C. Estes; Vice-Chairman Joe R. Cary; Floyd Harden, Member; Tammy Reese, Kay County Clerk/Secretary.

 

Motion was made by Cary and seconded by Harden approving regular meeting minutes of October 7, 2010, and special meeting minutes of October 13 & 21, 2010.  Motion carried:  Cary, aye; Estes, aye; Harden, aye. 

 

Motion was made by Cary and seconded by Harden approving the Kay County General Fund Budget Fiscal Year 2010-2011 with total available $4,483,991.41 with an eight percent reserve.    Motion carried:  Cary, aye; Estes, aye; Harden, aye.  

 

Motion was made by Harden and seconded by Cary the following Cash Fund Estimate of Needs and Request for Appropriation for the City of Newkirk:  Rural Fire-$500.00; Rural Fire-$17,600.00; Library-$105.00; Library-$120.00; Senior Citizens-$288.33.  Motion carried:  Cary, aye; Estes, aye; Harden, aye. 

 

Motion was made by Cary and seconded by Harden acknowledging the following Reimbursements to the General Fund Account:  Unappropriated Court-$23,197.89; Unappropriated Court-$4,561.87; Unappropriated Court-$3,455.79; Resale-$9,963.96; General Fund-$5,556.89.   Motion carried:  Cary, aye; Estes, aye; Harden, aye. 

 

Motion was made by Harden and seconded by Cary approving the following Officer’s Request for Supplemental Appropriations: General Government Maintenance & Operations (M&O) (money from Emergency Performance Grant EMPG period 4-1-10 to 6-30-10)-$4,031.75; General Government M&O (money from EMPG period 7-1-10 to 9-30-10)-$4,031.75; Sheriff Account No. G0400 (money from Sales Tax Proceed to pay Bill Dewey salary & benefits for October & November 2010)-$7,187.00.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Harden approving the following Transfer of Appropriations:  Sheriff Contract Service-$100.00 to Travel; Sheriff’s Personal Service-$200.00 to Part-time; Preservation Fee Personal Services-$271.88 to M&O; Highway Dist#2 LA Cann North-$256.52 to M&O; Highway Dist#1 BIA Lake Rd-$9.08-BIA, Oakland Rd-$386.46, BIA Fountain Rd-$648.70, BIA Bridge 137-$334.85, BIA North Enterprise Rd.-$34.47, Totaling $1,413.56 to M&O; County Sales Tax Personal Service-$1,500.00 to Travel.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

Motion was made by Cary and seconded by Estes regretfully accepting the resignation letter from board member, Floyd Harden, effective December 1, 2010.  Cary and Estes both expressed how much Floyd would be missed, not only for his knowledge but for the wonderful person he was.  Motion carried:  Cary, aye; Estes, aye; Harden, aye.

 

There being no other business, Motion was made by Cary and seconded by Harden to adjourn (10:46 a.m.).  Motion carried:  Cary, aye; Estes, aye; Harden, aye.
