The Kay County Excise Board met in special session at 9:00 o’clock a.m. on Monday, March 6, 2006 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on March 2, 2006 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order. Those present were as follows: Joe. R. Cary, Chairman; J. C. Estes, Member; Floyd Harden, Member; Tammy Reese, County Clerk/Secretary.

Department of Corrections - State Jail Inspector’s office represented by Don Garrison and Cal Kester were here to discuss jail problems and issues with the Excise Board and the County Commissioners. There were several safety and security issues mentioned. Don Garrison said immediate attention needs to take place. One of the biggest concerns noted was the fact that the jail is over crowded. Mr. Garrison also stated that the County will have 60 days (May 8, 2006) to come up with a plan on how they intend to take care of problems.

There being no other business for the Special Excise Board Meeting, motion was made by Harden and seconded by Estes to adjourn. Motion carried: Cary, aye; Estes, aye; Harden, aye.
