The Kay County Excise Board met in regular session at 10:00 o’clock a.m. on Thursday, October 20, 2005 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on October 19, 2005 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order. Those present were as follows: Joe R. Cary, Chairman; Floyd S. Harden, Vice-Chairman; J.C. Estes, Member; Judy Barnes, Kay County Assessor; Pat Schieber, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Sharon Rowen, Ponca City News; Tammy Reese, County Clerk/Secretary.

Motion was made by Harden and seconded by Estes approving minutes from Special Session Minutes October 4, 2005 and October 10, 2005, as read. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the following Reimbursements to General Fund Account: Tort & Property Ins. G2300-70 - $2,852.90, Exhibit A; Tort & Property Ins. G2300-70 - $2,578.10, G2300-70 - $750.04, Exhibit B; Unappropriated Court G1500-10-$20,385.62, Exhibit C; Resale General Fund G1200-10 - $8,498.37, Exhibit D; Workers’ Comp G2300-73: G1700-10 -$167.78; H3101-10 -$4,741.39; H3102-10 - $4,649.00, H3103-10 - $4,726.00; EM0800-10 - $424.69; Resale-$22.40; Court Fund-$209.29; Total reimbursement $14,940.55, Exhibit E; District Court General Fund G1900-20 - $425.00, Exhibit F. Motion was made by Harden and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Library Building Cash Fund, City of Newkirk-$589.00, Exhibit G. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Utility Upgrade Construction Cash Fund, City of Newkirk-$613,053.55, Exhibit H. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Street & Alley Cash Fund, City of Newkirk-$1,667.98, Exhibit I. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Building Bond #31 Cash Fund of Tonkawa ISD #87, Bond Proceeds FY04/05-$450,000.00 to Capital Outlay, Exhibit J. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Sheriff’s Service Fee Cash Fund (Tax Warrant Fees)-$150.00 to Personal, Exhibit K. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Estes and seconded by Harden to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Sheriff’s Commissary Cash Fund (Commissary Commission)-$393.59 to Capital Outlay, Exhibit L. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Sheriff’s Jail Cash Fund (Juvenile Transports)-$2,441.12; (Housing Bridgeway-West)-$395.75; (Mental Health Transport)-$356.81 to Maintenance-$3,193.68, Exhibit M. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Sheriff’s Grant Fund (Edward Bryne Grant)-$5,434.50 to Equipment, Exhibit N. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Treasurer’s Mortgage Certification Cash Fund (Mtg Fees)-$1,200.00 to Maintenance, Exhibit O. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes approving taking action on Board of County Health 2005-06 Estimate of Needs and Financial Statement of the Fiscal Year 2004-05, Kay County. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Estes and seconded by Harden to adopt the Kay County Tax Levies for the FY 2005-06. Motion carried: Cary, aye; Harden, aye; Estes, aye.

Motion was made by Harden and seconded by Estes to approve the Kay County Budget for the FY 2005-06. Motion carried: Cary, aye; Harden, aye; Estes, aye.

There being no other business, motion was made by Harden and seconded by Estes to adjourn. Motion carried: Cary, aye; Harden, aye; Estes, aye.
