The Kay County Excise Board met in special session at 1:00 o’clock p.m. on Thursday, November 3, 2005 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on November 1, 2005 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order (after Chairman Wilson called the Special Commissioners Meeting to order). Those present were as follows: Laile Wilson, Chairman; Dee Schieber, Member; Joe Cary, Chairman; J. C. Estes, Member (Tardy); Floyd Harden, member; Senator David Myers; District Attorney, Mark Gibson; Assistant District Attorney, Will Clark; Judy Barnes, County Assessor; Pat Schieber, County Treasurer; Everette Van Hoesen, County Sheriff; Glenda Emerson, Court Clerk; Pam Burkhalter; Carol Kellum, Election Board Secretary; Larry Klumpp, OSU Extension Office; John McFadden; Della McAllister; Wayne White, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, County Clerk/Secretary.

State Legislative issues were the topic of discussion and several concerns were brought to Senator Myers attention. Pat Schieber, County Treasurer presented those in attendance with a handout of legislation concerns she would like to be considered. Ms. Schieber said she would like the legislators to “fix the wording” on HB 1183 to include the exemption granted for the additional homestead, then the schools and the counties would be reimbursed for this mandated exemption. Judy Barnes, County Assessor asked that HB 1715 Oil and Gas Properties be reviewed. Ms. Barnes also said that she would like to see changes made in non-funded mandates such as disabled veterans and senior property freezes. Several other legislative issues were discussed and Senator Myers was given a handout with 17 items to be reviewed for the 2006 Legislative Session. Senator Myers said we will continue to struggle due to the rising cost of diesel and energy cost, it will continue to add stress to everyone’s budget. Myers also said he will be working on a bill to get additional money for roads and bridges.

There being no other business, motion was made by Schieber and seconded by Wilson to adjourn Special Commissioners Meeting. Motion carried: Wilson, aye; Schieber, aye.

There being no other business for the Special Excise Board Meeting, motion was made by Harden and seconded by Estes to adjourn. Motion carried: Cary, aye; Estes, aye; Harden, aye.
