The Kay County Excise Board met in special session at
Chairman Cary called the meeting to
order (after Chairman Wilson called the Special Commissioners Meeting to order). Those present were as follows: Laile Wilson,
Chairman; Dee Schieber, Member; Joe Cary, Chairman; J. C. Estes, Member
(Tardy); Floyd Harden, member; Senator David Myers; District Attorney, Mark Gibson; Assistant
District Attorney, Will Clark; Judy Barnes, County Assessor; Pat Schieber,
County Treasurer; Everette Van Hoesen, County Sheriff; Glenda Emerson, Court
Clerk; Pam Burkhalter; Carol Kellum, Election Board Secretary; Larry Klumpp,
OSU Extension Office; John McFadden; Della McAllister; Wayne White, Newkirk
Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, County
Clerk/Secretary.
State Legislative issues
were the topic of discussion and several concerns were brought to Senator Myers
attention. Pat Schieber, County
Treasurer presented those in attendance with a handout of legislation concerns
she would like to be considered. Ms.
Schieber said she would like the legislators to “fix the wording” on HB 1183 to
include the exemption granted for the additional homestead, then the schools
and the counties would be reimbursed for this mandated exemption. Judy Barnes,
