Kay County Courthouse

The Kay County Equalization Board met in special session on Monday, May 18, 2009,

1:00 o’clock p.m. in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on May 12, 2009, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Cary called the meeting to order. Those present were as follows: Floyd Harden, Vice-Chairman; J. C. Estes, Member; Gary Tucker; Kay County Clerk Deputy; Tammy Reese, Secretary/Kay County Clerk (see sign-in sheet).

Motion was made by Harden and seconded by Estes approving special meeting minutes of May 7, 2009. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Formal Appeals to the Board were heard from the following on May 7, 2009: Ms. Lou Ann Myrick; Mr. & Mrs. Donus Parker; Mr. & Mrs. Doug Brown; Savage & Browning, Tom Savage; Property Valuation Services, Mr. Mark Hoban.

The Board told each person they would consider their situations and possibly view each site before making a decision.

The Board reconvened on May 18, 2009, and the following decisions were made:

Ms. Lou Ann Myrick – Board seeking opinion regarding usage of agriculture property from Kay County District Attorney’s office.

Mr. & Mrs. Donus Parker – Parker’s wanted valuation lowered, felt because the market is down it should be lowered. Equalization Board thought it was reasonable and Motion was made by Harden and seconded by Estes with no change in assessed value because it was $10,000 below sale price. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Mr. & Mrs. Doug Brown – Brown’s reason for protesting was because they thought value was too high. Equalization Board noted the Assessor’s office did extensive research and adjusted value from $400,000 to $356,789. Motion was made by Estes and seconded by Harden to accept as submitted by Assessor’s office. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Mr. Ray W. Browning, Savage & Browning-Commercial Property Lynchville Addition Block 3 Lots 1-20 – Motion was made by Harden and seconded by Estes to go with Assessor’s office recommendation of $156,805 value. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Mr. Mark Hoban, Property Valuation Services-Commercial Property Kay County Hospital Co LLC – Mr. Hoban said he considered the cost and market to support a lower assessed value. The Board reviewed the cost and market value and it was assessed less than the purchase price; and the hospital made additions to the property. Motion was made by Estes and seconded by Harden to sustain current market value at $18,324,803.00. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Estes to adjourn at 3:33 p.m. Motion carried: Cary, aye; Estes, aye; Harden, aye.
