The Kay County Equalization Board met in special session on Thursday, May 22, 2008,

10:00 o’clock a.m. in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on May 20, 2008, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Estes called the meeting to order. Those present were as follows: Joe R. Cary, Vice-Chairman; Floyd Harden, Member; Judy Barnes, Kay County Assessor; Tammy Reese, Secretary/Kay County Clerk.

Motion was made by Cary and seconded by Harden approving special meeting minutes of May 13, 2008. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Formal Appeal to the Board was heard from Mr. Raymond Ramsey as follows: Mr. Ramsey told the Board his reasons for protesting. Ramsey said he felt his valuations were too high based upon the disadvantaged neighborhood and his home has not been upgraded for 35 years.

Ron Colberg, Kay County Assessor’s Office, explained that valuations increase five percent every year until property reaches market value. Mr. Colberg said the Assessor’s office sets values based on the Oklahoma Tax Commission (OTC) guide, by home and the sales in the area. Mr. Colberg added he did give Mr. Ramsey consideration based on the area in which he lives.

The Board discussed and took action on Formal Appeal hearings that were held on May 13, 2008, (each member individually visited each site to help make their decision) as follows:

Motion was made by Harden and seconded by Cary to leave the valuation determined by the Assessor’s office for Mr. Don Suter. The Assessor’s office had already reduced the assessed valuation by $1,690.00. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary to leave the valuations determined by the Assessor’s Office for Mr. & Mrs. Jim Duvall. Much discussion and consideration was made concerning the total value and market value. The Assessor’s office had already lowered assessed valuation by $676.00. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary to make no changes to the valuations determined by the Assessor’s office for Mr. & Mrs. Richard Snyder. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Harden to retain valuations as set by the Assessor’s office for Mr. Marvin Champlin. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary to leave the valuations determined by the Assessor’s Office for Mr. Max Reese. The Assessor’s office had already lowered appraised value by $4,011.00. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Harden and seconded by Cary to leave as estimated by the Assessor’s office for Mr. Raymond Ramsey. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Harden to adjourn (11:27 a.m.). Motion carried: Cary, aye; Estes, aye; Harden, aye.
