The Kay County Equalization Board met in special session on Tuesday, April 24, 2007,

2:00 o’clock p.m. in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted on April 19, 2007 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Harden called the meeting to order. Those present were as follows: Floyd Harden, Chairman; J. C. Estes, Vice-Chairman; Joe Cary, Member; Judy Barnes, Assessor; Ron Colberg, Deputy Assessor’s Office; Tammy Reese, Secretary/Kay County Clerk.

Motion was made by Estes and seconded by Cary approving special session meeting minutes of May 30, 2006, with correction being made on time of meeting 2:00 a.m. (typographical error) to 2:00 p.m. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Cary and seconded by Estes approving regular meeting minutes of April 2, 2007. Motion carried: Cary, aye; Estes, aye; Harden, aye.

Motion was made by Estes and seconded by Cary approving the Manufacturer’s Ad Valorem Tax Exemptions on the following: ConocoPhillips-CFG1 (11360.45); ConocoPhillips-CFG2 (11360.47); ConocoPhillips-CFD (11360.49); Jupiter Sulphur, LLC1 (28480.05); Mid America Door (2) (35680.30) (1990-21-026-02E-2-020-10); Smith Tool (2) (49454.20); Quarter Turn Resources, Inc. (060713.05); Smith Tool (3) (49454.30) (1990-21-026-02E-2-008-10); Smith Tool (1) (49454.10); Mid America Door (1) (35680.20); ConocoPhillips-CFD 2 (11360.51) (7500-33-026-02E-3-001-10). Motion carried: Cary, aye; Estes, aye; Harden, aye.

Formal Appeal to the Kay County Board of Equalization hearings were heard as follows:

a. Ms. Fumiko Phillips, is appealing because she feels the Market Value is too high based on the location of home and water problems in foundation.

b. Ms. Sheets, is appealing because she feels the Market Value is too high based on market price of homes in her area and because of price she paid for home before remodeling.

c. Mr. Deroy Rickerd did not attend.

No decision was made by the Board in order to review and consider each site.

There being no other business, motion was made by Cary and seconded by Estes to adjourn (3:35 p.m.) Motion carried: Cary, aye; Estes, aye; Harden, aye.
