The
Kay County Equalization Board met in Special Session on
Chairman
Cary called the meeting to order. Those
present were as follows: Joe R. Cary,
Chairman; Floyd Harden, Vice-Chairman; J. C. Estes, Member; Judy Barnes,
Assessor; Tammy Reese, Secretary/Kay County Clerk.
Motion
was made by Harden and seconded by Estes approving Special Session Minutes on

was made by Harden and seconded by Estes to approve signing Formal Appeal
Decisions from Kay County Board of Equalization on Mr. & Mrs. Frank Wilson
and Mr. Don Dietrick. Motion

Motion
was made by Estes and seconded by Harden granting request on the Five Year
Manufacturing Exemption Application for tax year 2004 on increased
valuation-personal property located at ConocoPhillips Ponca City Refinery Clean
Fuels Gasoline Facility. Motion
carried:
Formal
Appeal to the Kay County Board of Equalization hearings were heard as follows:
a)
Ms. Judy Rupp,
Tonkawa, appealing because she believes the assessed value was too high on her
home and land. She presented a power
point presentation showing the damages inside her home and outside surroundings. Damages mentioned and shown: Wiring (fabric covered wires);
plumbing-clogged/leaky; termite damage in sheet rock, windows, floors; wood
bore damage (according to OSU Extension Agent); layers of shingles; holes in
fireplace chimney; Agents said coverage could not be purchased due to condition
of roof, wiring, and plumbing. Outside
damages: Fences falling down; tin and part of roof off sheds.
After
much discussion concerning Ms. Rupp’s home and property the Board decided to
lower the improved valuation of her home by $5,000.00, since the home was
appraised by Assessor’s Office from outside the home only.
Motion
was made by Harden and seconded by Estes to reduce the Improved Valuation of
Ms. Rupp’s home $5,000.00; land value will remain the same. Motion carried:
b)
Mr. Harvey
Hintergardt,
After
hearing Mr. Hintergardt’s concerns about his property and realizing the error
made on the square footage of the garage the Board lowered the total market
value $3,400.00.
Motion
was made by Estes and seconded by Harden to reduce the Total Market Value of
Mr. Hintergardt’s property to $50,100.00, based on error found in square
footage of garage. Motion carried:

Board, after hearing Mr. Glasby and Mr. Mercer, did not reach a decision. The Board will review and study documents in
depth and reach a decision at a later time.
