The Kay County Equalization Board met in Special Session on
Chairman Cary called the meeting to order. Those present were as follows: Joe R. Cary, Chairman; Floyd Harden,
Vice-Chairman; J. C. Estes, Member; Judy Barnes, Kay County Assessor; Tammy
Reese, Secretary/Kay County Clerk.
Motion was made by Harden and seconded by Estes approving
Regular Session Minutes
The Board reviewed the Notices of Approval or Disapproval
by County Board Equalization & County Assessor of Manufacturer’s Ad Valorem
Tax Exemptions as follows:
Motion was made by Estes and seconded by Harden approving
Evans & Associates Construction Co., Inc. (16580.05) (1) exempt
manufacturing application. Motion
carried:
Formal Appeal to the Kay County Board of Equalization hearings
were heard as follows:
a)
Frank
Wilson, Newkirk, presented a nice presentation showing pictures of his home and
his neighborhood. Mr. Wilson stated that
he would like some relief on his taxes and based his theory on the following:
1.
Notable
deterioration of the dwellings in the 600 block on
2.
Citizens
in his neighborhood fail to follow the rules and codes of the city.
3.
Homes
with equal or higher improvements in Newkirk are paying less for their
property.
b)
Mr.
Don Dietrick, CPA and controller for Encompass Mold, LLC/Encompass Tool &
Machine Inc. had two requests. The first
request, he wanted his late penalty removed due to severe health problems,
second request, he wanted an adjustment on his property. Of the assets purchased in the amount of
$300,000.00 - $21,000.00 was sold shortly after taking over the operations of
the company. This reduced the purchase
price to $279,000.00, which is what Mr. Dietrick would like value adjusted to.
After hearing Mr. Wilson and Mr. Dietrick the Board decided
they wanted to visit both sites to evaluate the situations more carefully.
Motion was made by Harden and seconded by Estes to recess
and to reconvene on

After much discussion concerning Mr. Wilson’s home and
property, the Board felt Mr. Wilson was receiving the lowest neighborhood
adjustment that can be applied to his home, and the Board felt the cost per
square foot was comparable.
Motion was made by Harden and seconded by Estes to sustain
Current Market Value on Mr. & Mrs. Frank Wilson’s home. Motion carried:
The Equalization Board, the Assessor and Deputies visited
Encompass Tool & Machine at
Motion was made by Estes and seconded by Harden to deny
removal of late penalty and to accept the revised and corrected valuation of
company’s inventory and equipment.
Motion carried:
Motion was made by Harden and seconded by Estes to move to
Item 4 on Wednesday,
Motion was made by Harden and seconded by Estes to grant
request on exempt manufacturing application from ConocoPhillips-CFG (11360.43)
