The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 4, 2018, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 1, 2018, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.


Chairman Jason Shanks called the meeting to order.  Those present were as follows: Paul Skidmore, Member; Jack Godberson, Member Brian Hermanson, District Attorney (DA); Dennis Bonewell, Emergency Management Director; Steve Rohde, Evans & Assoc. Constr.; Carson Creed, Blackwell; John Wilson, Braman; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).   


Chairman Jason Shanks led the Flag Salute.


Motion was made by Godberson and seconded by Skidmore approving regular meeting minutes of

May 29, 2018.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 


Brenda Medlock, OSU Extension introduced newly hired Shannon Mallory Extension Educator Agriculture/4-H for Kay County.  Mr. Mallory said he is from El Reno and currently lives in Ponca City; Medlock said this is his first day on the job. 


Motion was made by Godberson and seconded by Skidmore approving Reimbursement Claim for Election Board Secretary Salary for the month of May 2018.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 


Motion was made by Skidmore and seconded by Godberson approving Workman’s Compensation Renewal Quote for the 2018/2019 Policy Term, the Resolution No. 17, 18-163 to Execute the Agreement Establishing the Association of County Commissioners of Oklahoma and the Intent to Participate in ACCO-SIF FY 2018/2019, Payment Option 1 (making full payment by July 31, 2018).  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 


Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects: Commissioner Godberson told his crews have been blading and hauling material to roads district wide, mowing ditches on asphalt roads, crack sealing roads district wide, spraying road sides and removing trees off of county roads from last week’s storm.


Commissioner Shanks said his crews are mowing and blading and out on Bridge 50 with track hoes.


Commissioner Skidmore said his crews have been spraying ditches for thistles and mowing, ripping shale at Redding and Smether’s pits, hauling dirt stored on Hubbard Rd. to “P” Street and Chrysler projects, picking up trash, working on two trucks, washing and cleaning out equipment, hauling sand, shale and asphalt chunks from Hubbard bridges to projects and roads, and replaced a culvert on 124th. 


Motion was made by Skidmore and seconded by Godberson approving the following Transfer of Funds/Emergency Transportation Revolving Fund Loan:  ETR Fund Dist#2-$150,000.00 to Highway Dist#2 Maintenance & Operation.   Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

DA Hermanson left the meeting to attend court.
