The Board of County Commissioners (BOCC) of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 30, 2018, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 27, 2018, at 8:50 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Jason Shanks called the meeting to order.  Those present were as follows: Jack Godberson, Member; Paul Skidmore, Member; Brian Hermanson, Assistant District Attorney (ADA); Dennis Bonewell, Emergency Management Director; John Wilson, Braman; Claude Williams, Taxpayers for Transparency; Tammy Reese, Secretary/Kay County Clerk.  (See sign in sheet).   

 

Chairman Jason Shanks led the Flag Salute.

 

Motion was made by Godberson and seconded by Skidmore approving regular meeting minutes of

April 23, 2018.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Godberson and seconded by Skidmore approving on Agreements between the BOCC and the following to have remote terminal capabilities with the Assessor’s office:  Blubaugh Insurance.  DA Hermanson noted he approved as to form.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Godberson and seconded by Shanks approving Contract for Services an Agreement by and between the Kay County Assessor’s Office, by and through the BOCC and Total Assessment Solutions Corp. (TASC) allowing TASC to do assessments on personal properties in Kay County.  Assessor Keen said this contract is presented each year and it is paid out of her budget.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Skidmore and seconded by Godberson Tabling Trane Service Agreement for the air-chiller unit.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Road and Bridge Projects/Circuit Engineering District (CED) No.8 Road and Bridge Projects: Commissioner Godberson stated crews are blading and hauling material to roads district wide, pulling trees on Longwood Rd., boom mowing on Ranch Drive and Harford, added an extension on culvert on Oakland and “W” Str., cleaned brush from bridge on Highland and patching asphalt holes on Tower Rd.

 

Commissioner Shanks said his crews would be blading and hauling rock all week.

 

Commissioner Skidmore said his crews patched asphalt holes, unplugged culverts due to rain, serviced trucks, tore office building out in old shop, hauled sand and shale, grading, checking/repairing roads and signs and moved equipment to new shop building.

 

Quotes for labor and materials to install supplies for oil pit:  C&D Services LLC-$5,403.50; CDI-$6,544.95; Domino Equipment Co.-$6,584.23

 

Motion was made by Skidmore and seconded by Shanks approving lowest quote from C&D Services LLC-$5,403.50 for labor and materials to install supplies for oil pit.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Shanks approving Public Service/Pipeline Crossing Line Installations:  AT&T, S19N T18 R3E, LA Cann Rd., Dist#2.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

Motion was made by Godberson and seconded by Skidmore approving the following Resolutions on Declaration of Surplus:  Res#17, 18-156, Court Clerk, Receipt/Voucher Printer-transferred back to AOC.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye. 

 

Motion was made by Skidmore and seconded by Godberson approving the following Resolutions to Deposit Funds:  Res#17, 18-155, Use Tax-$1,500.00, reimbursement for Pictometry fly-over/renewal.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.   Commissioner Shanks asked DA Hermanson the difference between renting out the Pictometry versus BOCC renting out a back hoe.

 

Motion was made by Skidmore and seconded by Godberson approving to reject the only bid received by Evans & Associate Construction Co., Inc.-$197,171.00 (opened in BOCC meeting 4-23-18):  Bid#2018-17 Asphalt Overlay (Hubbard Rd), Dist#3.  Commissioner Skidmore noted the bid came in higher than he is willing to pay.  Motion carried:  Shanks, aye; Godberson, aye; Skidmore, aye.

 

No action was taken on re-bidding the Asphalt Overlay on Hubbard Rd., Dist#3.
